Assessment Of Regional Market Access Environment And Its Coupling With "Economic-social-ecological" Composite System In Zhejiang Province

Current economic development has shifted from rapid growth to high quality development of our country.The formation of new growth poles requires a high-quality business environment and supporting market access mechanisms.The optimization of regional market access environment is one of the important ways of economic and social development at this stage.Zhejiang Province regards the reform of "running at most once" as the forerunner and breakthrough to promote and optimize the regional market access environment,Building a high-quality business environment.Each regions of Provinces,municipalities and counties have made great efforts to improve the regional market access environment,striving for breakthroughs,and have achieved certain results since the reform of"running at most once" in the year of 2016.However,it is urgent to introduce the third-party evaluation under the background of the reform of"running at most once".Based on the reform of "running at most once" in Zhejiang Province.After many discussions and careful selection,combined with the opinions of experts,scholars,provincial bureaus and local responsible persons,then establishing a comprehensive indicator for the qualitative and quantitative measurement of the regional market access environment.And conducts the telephone survey of 89 counties(cities,districts)of 11 municipalities in Zhejiang province and the field research and visits of some representative regions have obtained 5017 valid samples through the formation of a team of more than 50 people.The results of regional market access environment assessment are as follows:(1)On the whole,the whole province regional market access environment is on the whole constantly improving.The percentage of realization rate in the regional market access environment assessment reached 75.09%,which is 10.0 percentage points higher than the evaluation of 2017"running at most once" reform.(2)From a spatial perspective,there are certain differences in the index of regional market access environment of 11 municipalities in Zhejiang Province:Taizhou 85.02,Jinhua 84.93,Hangzhou 84.88,Zhoushan 82.47,Quzhou 81.43,Wenzhou 80.68,Lishui 79.88,Ningbo 78.50,Huzhou 78.13,Shaoxing 77.07,Jiaxing 75.05.The study finds that the the index of regional market access environment shows the characteristics of regional differences,this paper argues that there must be an inseparable relationship with the "economic-social-ecological" composite system.By constructing the evaluation system of "economic-social-ecological" composite system,analyzing the coupling law between "economic-social-ecological" composite system and the index of regional market access environment.Secondly,exploring the spatial autocorrelation laws according to the spatial differences of the index of regional market access environment and its coupling results.Finally,constructing a new evaluation model of the government-business relationship according to the relationship between the new government-business relationship and the regional market access environment,And analyzing its driving force.The conclusions are as follows:(1)From the horizontal comparison of 11 municipalities in Zhejiang Province,most of the index of regional market access environment and the the "economic-social-ecological" composite system of different municipalities are in the low level coupling stage.From the vertical comparison of 11 municipalities in Zhejiang Province,The coupling degree of the index of regional market access environment and different index elements in the "economic-social-ecological" composite system of the same municipality is different.The degree of coordination is mainly manifested as moderate and mild imbalance,and the coupling degree of each city is in the middle and low level.(2)The spatial autocorrelation index Moran's I of the index of regional market access environment of 89 counties(cities and districts)in Zhejiang Province is 0.0882863,which shows high concentration of H-H in the central part of Zhejiang Province,low and high concentration of L-H in the northwest and low concentration of L-L in the northeast.The rest areas were not significant,and showed no obvious spatial correlation.The coupling degree and coordination degree of the index of regional market access environment and the "economic-social-ecological" composite system are both globally negatively correlated in space,showing a discrete trend,and locally mainly showing the spatial correlation of low-high and high-low agglomeration.(3)There is an inclusive and inclusived relationship between the new type of government-business relationship and the regional market access environment.The size and distribution of the index of regional market access environment can be used to dynamically evaluate the regional differences of the new type of government-business relationship to a certain extent.The promotion of the regional market access environment also optimize the new type of government-business relationship to a certain extent.
