In recent years,under the impetus of governments at all levels,a toilet reconstruction campaign has been launched in rural areas to prevent the breeding and spread of bacteria through the construction of sanitary latrines,to promote the growth of bacteria and to improve the rural areas.The level of hygiene in the area and the quality of the living environment.To a certain extent,the “toilet revolution” is not only a problem of the renovation of the toilet,but also represents the improvement of rural infrastructure and is a key component of rural revitalization.Although the toilet revolution at this stage has achieved significant social,environmental and economic benefits under the government's vigorous promotion,there are still some problems in the process of policy implementation.It is necessary to seek countermeasures through research and analysis of problems and provide guidance for continuous high-quality advancement.This paper takes Henan Province,which has both plains and hills in the central region as an example.By selecting four representative cities in the central,eastern,western and southern parts of Henan Province,the policies promulgated by the rural toilet revolution are statistically summarized.The content is divided into several parts: system planning before toilet reform,construction of guarantee mechanism for toilet reform,and long-term management and protection mechanism after toilet reform.It has mastered the specific target content and characteristics of policy formulation in rural toilet revolution.Through the implementation of the contents of the revolutionary policies of the rural toilets in the four cities,the work collected a large amount of information to summarize,found the main problems in the implementation of the four village toilet revolution policy,and analyzed the reasons for these problems,and proposed targeted,practical Suggestions.Through research,it is found that in the process of policy implementation,there are mainly slow progress in the overall process of changing toilets,unreasonable toilet changing mode and plan,quality of toilet materials not up to standard,no attention to post management and maintenance,and inadequate facilities such as rural toilet sewage pipe network..In-depth analysis of the reasons for the existence of the problem: the implementation of the "toilet revolution" policy is not strong,the existing technology model is relatively backward,the capital investment is not balanced,and the mode of raising is single,but also the system existing in the policy formulation process.The deep-seated reasons such as imperfect mechanisms are related.In order to further promote the implementation of the toilet revolution and promote the effective resolution of existing problems,suggestions were made from the following aspects: from the policy to improve the problems of the toilet revolution in the leadership mechanism and the regulatory safeguard mechanism,and further improve the coordination of the "toilet revolution" Planning;optimize the way of propaganda training in toilet reform,continuously strengthen the intensity of demonstration and guidance,enhance the attention of all walks of life on the rural toilet revolution,and use the guidance of many parties to form a good atmosphere for toilet reform,and promote the toilet revolution to a greater extent;The channel rationally introduces funds,improves the investment mechanism of funds,scientifically integrates and utilizes the agriculture-related funds for the construction of the rural “toilet revolution”,and provides guarantees for the funds for toilet renovation;strengthens the technical guidance for toilet reform and the research and development and promotion of high-tech toilet technology,In particular,the advanced technology of harmless treatment and resource utilization of manure,as well as the research and development and promotion of new modes of energy conservation,environmental protection and practicality,thereby improving the efficiency and scientificity of rural toilet revolutionary governance.On this basis,the design of the shape of the toilet can be paid more attention to in the conditional areas,and it can be included in the planning of the village to increase the aesthetics of the public toilet.The implementation of the “toilet revolution” policy in rural areas of Henan Province was selected as the main research object,and the comprehensive model of policy implementation was used to analyze the problems in the implementation of the “toilet revolution” policy.It has certain innovation in the current literature.It is hoped that through the research of this paper,the study of the toilet revolution will be improved in the perspective of public management,and it will provide reference for the high-quality advancement of toilet revolution in other regions.
