Research On Policy Implementation Of "Toilet Revolution" In Rural Areas Of Yanshi

With the vigorous implementation of the Chinese economic reform,China's economic development level and overall strength is constantly improving,the people's focus from the past to solve the need to improve the quality of life to rise to the demand.In recent years,with the cooperation and participation of the government,the society and the masses,the rural human settlement environment has been gradually improved,especially the transformation of rural household latrines has gradually received more attention.The implementation of the "Toilet Revolution" policy in rural areas,on the one hand,will help to improve rural sanitation,on the other hand,it will also help to promote the implementation of the rural revitalization strategy from the perspective of ecological environment,and further enhance the level of rural comprehensive development.In Yanshi,the transformation of rural household latrines has been promoted with the focus on rural household latrines,and the transformation of rural household latrines has achieved certain results.The transformation of rural household latrines has been advanced in Luoyang,it has effectively improved the rural environmental sanitation situation,promoted the construction of supporting facilities for the official network of excrement pollution in rural areas,and raised the overall sanitation level of the city.To a certain extent,it has effectively prevented and controlled the occurrence of various kinds of infectious disease.However,there are still some shortcomings and gaps in the reform of rural household latrines in the city,and there is still a gap between the people's expectation and the expected goal.This paper is based on the model of Van Meter and Van Horn's policy implementation system,and adopts the methods of interview and questionnaire survey,from the perspective of Policy Implementation,this paper studies the policy implementation of "Toilet Revolution" in rural Yanshi.First,the paper expounds the practice and effectiveness of the implementation of the "Toilet Revolution" policy in the rural areas of Yanshi,and identifies the existing problems,this paper analyzes the causes of the problems in the implementation of the "Toilet Revolution" policy in therural areas of Yanshi from the following aspects: The purpose and standard of policy implementation,the allocation of resources,the mode of policy implementation,the systematic environment and the preference of policy executors,to propose a solution to the problem,these measures include improving policy implementation objectives and standards,increasing and optimizing policy resources allocation,improving policy implementation methods,improving the implementation capacity of policy implementation agencies,improving the Environment of policy implementation system,and strengthening the guidance of the preferences of policy implementers.This article intends to further analyze the implementation of the "toilet revolution" policy in the rural areas of Yanshi.The purpose of this paper is to further improve the overall level of rural sanitation,accelerate the progress of the renovation of rural human settlements,and further promote the strategic work process of rural revitalization through the analysis of the implementation angle of the "toilet revolution" policy in the rural areas of Yanshi,it can be used for reference for the implementation of the "Toilet Revolution" policy in the rural areas of central and western China.
