With the deepening of reform and opening-up policy,China has entered a new era of comprehensive development.As a pillar industry of the national economy,coal industry has been widely concerned by the country and highly valued.The research on pre-control in the whole process of coal mine project construction can ensure the healthy development of coal mine project and the overall progress of the industry.Therefore,the scientific and standardized research on project risk assessment and control has important practical significance.This paper mainly studies the whole process risk assessment and control of the new gas power station project in Jixi XF Coal Mine,and mainly studies the following issues: Firstly,the basic situation of the new gas power station project in Jixi XF Coal Mine is introduced,and the whole process of the new gas power station project construction is divided into stages and rooted.According to the risk factors in different stages,the risk factors are identified and analyzed,and the risk factors are summarized and classified,which lays a foundation for the construction of risk index system of gas power station project;secondly,the whole process risk evaluation model of Jixi XF gas power station project is constructed,and the model is carried out through the selected analytic hierarchy process.The weight calculation of the evaluation index and the construction steps of the evaluation model are elaborated in detail,and the evaluation results are analyzed in detail.Then,the risk avoidance Countermeasures in the construction of new gas power plant projects are explained,and the relevant pairs of risk avoidance,risk retention and risk transfer are given.Finally,the paper explains the risk avoidance Countermeasures in the construction of new gas power plant projects,gives the relevant countermeasures of risk avoidance,risk retention and risk transfer,and gives the risk prevention and control measures at all stages of the project,and summarizes the control measures of risk sharing and transfer.From the application point of view,this paper constructs a risk assessment and control system for Jixi XF gas power station by combining the actual case with the actual investigation and from the perspective of combining theory with practice,hoping to provide some guidance for risk control in the process of new gas power station construction.It is suggested that the construction of gas power station in Jixi XF Coal Mine can improve energy utilization rate and reduce environmental pollution,which is in line with the green energy in China.Therefore,the research on risk assessment and control of this project has important practical significance.
