| In recent years, the global total carbon emissions have reached new highs. From a global perspective,as a multi-carbon power industry,it undertakes an important task of carbon emission reduction. As a pillar industry in our country, the power industry supports the development of the national economy and needs to meet the needs of economic development, industrial production and urbanization construction. At the same time, the power generation mode in our country’s power industry is mainly thermal power generation.High power consumption represents a large amount of energy use,and the CO2 generated from this puts great pressure on energy conservation and environmental protection.Relevant research shows that the proportion of CO2 emissions from power generation in China’s total carbon emissions is close to half.It can be seen from this that as a high carbon emission area,it is very necessary to reduce carbon emission in the power industry in order to achieve the goal of carbon emission reduction in China as a whole. In this paper, the carbon emission of China’s electric power industry is measured and analyzed from 2000 to 2016 through the carbon emission coefficient method in2006 IPCC National Greenhouse Gas Emission Guidelines. On this basis, the three-stage DEA model is used to obtain the carbon emission efficiency value of the power industry after eliminating environmental factors and random disturbance items, and its change trend and regional differences in recent years are analyzed. The stochastic frontier SFA model is used to study the environmental factors affecting the carbon emission efficiency of the power industry in China. The results show that from 2000to 2016,the total carbon emissions of China’s power industry showed a rising trend, but the rising speed gradually slowed down, with the highest carbon emissions in the eastern region and the same in the central and western regions. After eliminating environmental factors and random disturbance items, the carbon emission efficiency of the power industry in the three major regions is shown as"eastern>western=central".the comprehensive technical efficiency, scale efficiency and pure technical efficiency of carbon emission in the power industry are shown to be declining year by year, which shows that the overall scale income and management technology level of the power industry in China are deteriorating, with the western and central regions being the most serious.According to the results of cluster analysis,30provinces and cities can be divided into high, medium and low categories according to the power carbon emission efficiency value.According to the second-stage SFA-like empirical results, the improvement of electricity price and environmental regulation will have a positive impact on the improvement of carbon emission efficiency in the power industry, while the improvement of economic level, energy intensity, electricity generation ratio, thermal power generation ratio and industrial structure will have a negative impact on the improvement of carbon emission efficiency in the power industry. |
