In recent years,China’s mineral resources development has progressed rapidly.Under the background of mineral development,the number of tailings reservoirs in China has gradually increased.Due to the high risk of tailings inventory,a slight inadvertent management of tailings ponds will result in more serious production safety accidents and a wide range of environmental pollution accidents.The tailings pond is a protective facility for the protection of the environment,which is a series of wastes and waste water generated during the development of tailings and mineral resources.At the same time,it is also a source of high-risk pollution.Loss or leakage will inevitably lead to serious environmental pollution and will have a relatively adverse impact on human society.How to deal with the pollution status of tailings ponds and effective emergency rescue after accidents is a hot topic at present.Through the study of relevant safety system engineering system knowledge,it can be found that for the pollution accident of tailings pond,pre-existing prevention can greatly reduce the risk of its existence and the severity of the accident.Based on this,this paper starts from the pre-treatment of pollution incidents and the pre-assessment of emergency management capabilities,and studies ways to improve the risk prevention and control capabilities of tailings ponds.The article mainly includes two parts:First of all,through systematic literature and field research,this paper collects and collates tailings pond pollution events,and through the theoretical guidance of the combination of safety system engineering and time cycle,systematically combs the sources of pollution that may lead to the environmental pollution of tailings pond in the whole period of tailings pond,and constructs tailings pond pollution prevention.Governance system.Secondly,through literature research and practical experience in emergency management,the evaluation system of emergency management capability is constructed,which mainly includes risk assessment and emergency capacity assessment.In the area of emergency capacity assessment,two first-level elements are divided into emergency capacity analysis and emergency resource analysis;emergency command mechanism,monitoring and early warning,and information report.7 secondary elements,including emergency monitoring,response process and measures,contingency team analysis and emergency material analysis,and 15 tertiary elements of subordinates.The criteria for assignment and scoring of each element are constructed,and the matrix for emergency management capability is constructed.The Risk Assessment of Emergency Environmental Events in Tailings Reservoir is developed with the help of computer technology.The supporting software of System is convenient for assessors to evaluate objects.Through the construction of tailings pond pollution prevention and control system and emergency management capacity evaluation system,as well as the pre-assessment of pollution prevention and emergency management capacity and the application of a phosphogypsum reservoir as an example,this method can better find the existing shortcomings and to a certain extent guide to enhance the risk prevention and control capabilities of enterprises.
