As an important infrastructure of mine, tailings Pond is an important facility to gather the waste minerals. After gathering large quantities of waste water and tailings sand, Tailings Pond become an artificial high potential debris flow, which causes many potential risks such as dam break. If the accident happens, it will bring great destruction and serious pollution to the surrounding environment. Mineral resources are the fundamental materials of the economic development of society. In recent years, with the rapid economic development, the demand for mineral resources increases, do does the number of the metal tailings ponds. A lot of tailing dams are built in the nearby rivers and residential areas, which brings serious threat to the downstream area residents. Therefore, to strengthen the province’s risk management of the Tailings ponds and to improve the emergency measures are very important to reduce the risks of tailings dam break and protect the safety of the residents.Based on the theory of risk analysis and the requirements of Environmental emergency management, this paper will establish digital emergency management system of the tailings pond in Jilin province by GIS technology. Emergency management system is composed by risk evaluation system and emergency management system of the tailings dam.In the risk evaluation of the tailings dam, this paper, based on environmental risk assessment theory and tailing disaster mechanism, constructs the tailing dam risk evaluation system from the aspects,like natural conditions, the dam, daily management and harm on the downstream area caused by dam break accident,The evaluation system, considering the operational status of tailing reservoir and the characteristics of the surrounding geographical environment, takes a comprehensive analysis to the risk characteristics of the tailing Pond, and provides some suggestions to improve the emergency management of tailing dam.In the development of emergency management system, this paper, based on the needs of emergency management and tailing’s risk characteristics, taking SQL Server2005as database, C#as the development language, uses component type GIS technology to build platform for environmental emergency management, The system will achieve the following functions, such as data editing, Spatial analysis, Simulation of tailings dam break, disaster loss evaluation Etc. |
