Facing the multiple crises such as resource exhaustion and ecological environment deterioration,the Party Central Committee put forward the "Five Development Ideas" at the Fifth Plenary Session of the Eighteenth Central Committee,which raised green development to the national strategic level,and in the report of the Nineteenth National Congress,pointed out the direction of green development in the future period of our country.As an effective and sustainable development concept,green development can ensure rapid economic growth while maintaining a good ecological environment,so as to achieve a win-win situation between economic growth and environmental protection.At the same time,industrial development and economic development are closely linked.As the most productive spatial organization form,industrial agglomeration promotes the green development of cities by exerting positive external effects,releasing agglomeration dividends,and on the other hand,negative external effects such as large consumption of energy and concentrated emission of pollution caused by agglomeration hinder the green development of cities.In the case of the game between positive and negative externalities of industrial agglomeration and green development,how to solve this dilemma,clarify the mechanism of industrial agglomeration on green development,give full play to the positive impact of industrial agglomeration on green development,and avoid its negative impact,has important reference significance for achieving green development.In addition,as one of the four development strategies in China,the construction of the Yangtze River Economic Belt plays a role of green demonstration belt while driving regional economic growth.Therefore,in the context of the transformation of economic development mode,it is of great theoretical and practical significance to systematically explore the impact of industrial agglomeration on green development in the Yangtze River Economic Zone.In the theoretical analysis,this paper firstly combs the relevant theories of industrial agglomeration and green development based on domestic and foreign scholars,and then summarizes the related literature on environmental pollution,economic growth and green development of industrial agglomeration.In the part of mechanism analysis,from the perspective of positive and negative externalities of industrial agglomeration on urban green development,this paper comprehensively analyses the impact mechanism of industrial agglomeration on urban green development.The positive externalities mainly include knowledge and technology spillover effect,scale effect,competition effect and regulation effect;the negative externalities mainly includes expansion effect,congestion effect and cycle effect.Product effect.In the empirical analysis,based on the panel data of 108 cities at or above the Yangtze River Economic Zone from 2007-2016,Tobit model is used to empirically test the impact of manufacturing agglomeration and service agglomeration on urban green efficiency and its regional differences,and further analysis the causes of the differences.The conclusions of this paper are as follows:Firstly,in recent years,the overall urban green efficiency value of the Yangtze River Economic Zone has declined,but the gap of green development among regions has gradually narrowed;the level of regional green development is unbalanced,and the spatial distribution of effective cities is uneven.Secondly,there is an U-shaped relationship between manufacturing agglomeration and urban green efficiency.At present,most cities in Yunnan,Guizhou,Hunan,Jiangxi and Anhui are still in the lower left of the U-shaped curve.Thirdly,the agglomeration of the service industry has significantly promoted the improvement of urban green efficiency,which is more significant in cities not along the Yangtze River.Finally,according to the empirical results,we try to put forward relevant countermeasures and suggestions.
