As an important strategic resource,crude oil has a decisive impact on national security.With the increasing complexity and uncertainty factors of the operation environment in recent years,the supply interruption risk of the crude oil supply chain increases due to the interference of the external environment.The fundamental reason for the increasing interruption risk of the crude oil supply chain is lack of resilience caused by the unreasonable system structure when facing disturbance.Supply chain resilience is a barrier for supply chain in the face of interruption risk.The higher the supply chain resilience is,the stronger the recovery ability will be,and the smaller the loss of the enterprise will be in the face of disturbance.The improvement of resilience is accompanied by the increase of resilience molding cost,and the infinite increase of resilience is obviously not suitable for refining enterprises.Insufficient resilience will easily lead to supply chain disruption.On the contrary,excessive resilience will erode enterprise profits.Therefore,the concept of moderate resilience is introduced in this dissertation.An optimization model of system structure is built with the purpose of improving enterprise competitiveness by adjusting the system structure of crude oil supply chain to achieve moderate resilience.At first,the problems of crude oil supply chain in the face of interference of external environment are found in the dissertation through the analysis of supply chain system structure components of crude oil,correlations and running environment based on the theory of resilience of supply chain and supply chain optimization.These problems can be summarized as that the system structure is unreasonable,leading to the shortage problem of supply chain resilience.Then the influencing factors of crude oil supply chain resilience are analyzed from the perspective of system structure,which provides a reference for the selection of model variables,based on the theoretical framework of supply chain resilience and moderate resilience.The measurement indexes of supply chain resilience are selected from the two dimensions of time and cost based on the measurement theory of supply chain resilience.Finally,model building and empirical research are finished.A programming model for the structural optimization of crude oil supply chain system is established through setting parameters and constraint conditions on account of the basic hypothesis.Zhenhai refinery is taken as the object for empirical study.Matlab software is used to obtain the optimal structural scheme with moderate resilience under different failure states,and then some suggestions for the resilient optimization strategies of crude oil supply chain are proposed including flexible selection of supply sources and alternative routes,reasonable distribution of supply source traffic volume adjusting resilience to achieve moderate resilience.
