Safety production is related to the safety of people’s lives and property,and the overall situation of development and social stability.Through protracted and unremitting efforts,the total number of accidents and the deaths in China’s safety production have decreased,but particularly serious accidents have frequently occurred,causing major casualties and property losses,and the social impact is huge.According to official data,there have been 29 major accidents in China since 2010,concentrated in coal mines,chemical industry,road traffic,construction,railways,civil aviation and other fields.The driving force for a particularly serious accident caused by an individual cause is limited and the probability is low.Systematic problems stemming from organizational,social and cultural factors are the main causes of accidents and the recurrence of similar accidents.It is necessary to select appropriate analytical methods to explore the deep common causes of accidents.The Functional Resonance Analysis Method(FRAM)is different from previous models that focus on causality.It analyzes accidents from the perspective of functional resonance of the whole system and identifies risk factors in dynamic systems for safety analysis.It also provides a way to explain how the observed results are produced or emerged from nothing.This paper applies the FRAM model to analyze the cross-industry causes of 19 non-road traffic accidents since 2010.Firstly,identifying the system functions and building the model according to the "Work Safety Law of the People’s Republic of China",applying the model to case analysis,verify the feasibility of the FRAM model and revise the model based on the results.Using the revised model to make the functional change tables and statistics for accidents in the chemical industry,coal mines to obtain common causes,and analyzing the differences in combination with industry regulations.The results show that in different industries,the two system functions of “production and business entities” and “safety supervision department” have large output changes and more failure function connections.Finally,it is proposed to establish and improve the company’s safety management organization and strengthen the knowledge and quality of the government safety supervision personnel to ease corporate and government regulatory pressures,improve industry system security,and strengthen safety production systems.
