Study On Eco-Efficiency Evaluation Of Economic Development In Shandong Province

As one of the earliest open coastal provinces,Shandong Province is transforming from a big economic province to a strong economic province.Its GDP ranks third in the country,accounting for one-ninth of China’s total GDP.At the same time,the environmental pollution is very serious,and it is also facing the crisis of ecological environment.If we blindly develop the economy and ignore the ecological environment,it will not only hinder the progress of society,but also adversely affect the economic development of our country.The Nineteenth National Congress of the Communist Party of China proposed to vigorously develop the green economy based on the carrying capacity of resources and the capacity of ecological environment,and to form the industrial structure,production mode and consumption mode of saving resources and protecting the environment.This requires that the ecological environment should be coordinated with economic development and take the road of green ecological civilization development.This paper calculates the ecological efficiency,which is helpful to analyze the actual situation between urban ecological environment and economic development,and to make meaningful planning for the future social and economic development of the study area.Firstly,this paper takes 17 cities in Shandong Province as the research object,using panel data of 17 cities in Shandong Province from 2007 to 2016,taking environmental consumption and resource consumption as input indicators,and taking economy as output indicators,constructs the evaluation index system of ecological efficiency,calculates the static ecological efficiency of each city by using the super-efficient DEA model of data envelopment analysis,and analyses Shandong Province.The overall and regional characteristics of ecological efficiency;then use Malmquist index model to dynamically analyze the ecological efficiency of ShandongProvince,and evaluate the dynamic changes of ecological efficiency of Shandong Province;finally,use Tobit regression analysis,establish the evaluation index of influencing factors,and analyze the influencing factors of ecological efficiency.Relevant conclusions are as follows:(1)Shandong Province has a high value of ecological efficiency,which is greater than 1 in the past ten years.This shows that Shandong Province attaches great importance to environmental protection while developing its economy.From the perspective of spatial distribution,there are some differences in the ecological efficiency of 17 cities in Shandong Province.Jinan,Qingdao,Zibo,Dongying,Yantai,Weihai,Binzhou,Heze and other cities have better ecological efficiency from 2007 to2016,and their average efficiency is greater than 1.The ecological efficiency values of other cities are less than 1,and the lowest is 0.732.The ecological efficiency values of these areas need to be improved.(2)On the whole,the average value of MI index in 2007-2016 is 0.995 < 1,which indicates that the total factor productivity of Shandong Province shows a downward trend.From the two decomposition values of MI index,the mean value of EC index is 0.981 < 1,the technical efficiency shows a downward trend,the mean value of TC index is 1.015 > 1,and the technological progress shows an upward trend.Therefore,the low technological efficiency leads to the economic development of Shandong Province.The main reason for the decrease of total factor productivity of state efficiency.From the spatial distribution,the MI index of Jinan,Qingdao,Dongying,Yantai,Tai’an,Weihai,Rizhao,Dezhou,Linyi,Heze and other 10 cities is greater than 1,and the total factor productivity shows an upward trend.The MI index of the remaining seven cities is less than 1,and the total factor productivity shows a downward trend.(3)Using EVIEWS 9.0 software,Tobit model was established,and the influencing factors of ecological efficiency of 17 cities in Shandong Province were obtained.Among them,the level of economic development,the level of science and technology and the environmental impact,these three indicators have a significant positive impact on the ecological efficiency,which is conducive to the improvementof ecological efficiency;the regression coefficient of population size,industrial structure and the degree of openness is negative,and these three indicators have a significant negative impact on the ecological efficiency of economic development in Shandong Province,which is not conducive to the improvement of ecological efficiency.
