With the rapid development of China’s urbanization,the pace of urban construction is accelerating.On the other hand,China’s urban development has entered an era of stock renewal,with rapid urban renewal and inevitable increase of construction waste.The output of construction waste is huge and there are many kinds of waste.Most construction wastes are large in size and weight,and piling them up at will will occupy a large amount of construction land.Besides,construction wastes may also endanger public safety and pollute land and water resources.Construction waste "siege" has become a serious "urban disease" that affects the sustainable development of urban ecology at the present stage.To create high-quality urban environment,improve the quality of life of citizens,do a good job in reducing the source of construction waste work is extremely urgent.This project aims to link the quantification of construction waste with the system of urban planning.In the process of urban planning and management,the reduction of construction waste is implemented into space planning and space management,and the generation and discharge of construction waste are controlled through scientific and reasonable planning,so as to realize the healthy and sustainable development of the city.Firstly,the construction waste disposal land is defined in the classification standard of urban construction land,which can ensure the legitimacy of the construction waste resource sites,guarantee the land supply,and promote the reduction of urban construction waste in China.At the macro level of the master plan,the focus is on the connection of the concept of the source reduction of construction waste and the formulation of the overall goal of the city,so as to clarify the position of the special planning of construction waste in the overall urban planning.At the level of control detailed planning,the quantified target and overall index of construction waste source reduction in the general urban planning are decomposed,and the land use control of construction waste resource facility is added in the yellow line control of the city,covering all links such as collection,transportation,consumption and resource utilization.At the micro level of detailed site planning,it is necessary to strengthen the investigation and analysis of the basic conditions of the land,analyze the types and quantities of construction waste generated in the land,and make a reasonable plan for the earthwork in the project area,so that the earthwork will not be transported out as far as possible.At the same time in the green building design and green space design and other aspects of the guidance.In terms of urban planning laws and regulations,it is necessary to update the legislative concept,establish a recycling society,promulgate the law on the source reduction and resource management of urban construction waste as soon as possible,and establish a sound legal system for construction waste management and an evaluation index system for urban management.In terms of the supervision and administration of urban planning,through the construction of innovation system and mechanism,establishing the platform for digitalconstruction waste management,set up under the government regulation of market running mechanism,clear the responsibility of the participants in the process of construction waste recycled and improve the construction waste source reduction of economic incentive system to realize the construction waste source reduction management.Finally,this paper discusses the reduction strategy of construction waste source in Beijing,analyzes the current situation of construction waste treatment and the prediction of its production,and puts forward the urban planning strategy of construction waste source reduction in Beijing.It is of great significance to study the urban planning strategy of source reduction of construction waste.Combining urban planning system with construction waste reduction and resource utilization is more conducive to guiding from the top,controlling pollution from the source,reducing resource exploitation,manufacturing and transportation costs,and reducing environmental damage.It is more effective than terminal treatment,and is the fundamental solution to the construction waste problem.Meanwhile,the economic,social and ecological benefits of construction waste reduction can be considered from a more macro perspective,which is of great significance to the sustainable development of the city. |
