Construction And Application Of Benefit Evaluation Index System Of Financial Investment And Financing Rural Sewage Treatment

In the wake of 18th CPC National Congress in 2012,Party Central Committee put forward the Rural Revitalization Strategy to build a socialism new countryside.Rural ecology livable concept has been uplifted to the new strategy height of state level and rural domestic sewage treatment has been a pilot project promoted in several key provinces then all over China after 2015.The first rural domestic sewage treatment project was basically finished and in service of operation now.In order to better measure and evaluate the construction and operation of rural domestic sewage treatment by local governments,this thesis has established Rural Domestic Sewage Treatment by Fiscal Investment and Financing Benefit Evaluation Indicator System.Then it can provide some valuable references for local governments’ decisions on the new rural domestic sewage treatment projects.Detailed studies and analysis have been made on the sewage treatment process technique and the way of performance appraisal of Japan,the USA,Australia and six EU countries.All above mentioned and professional suggestions are conducive to select twenty two evaluation indicators from the perspectives of fiscal system appraisal,humanistic effects,environment improvement and environment sustainability through Delphi method,with top priority given to fiscal system appraisal.Finally fifteen evaluation indicators were selected to build benefit evaluation system in the ways of professional consultation and coefficient variation.This thesis selected rural domestic sewage treatment of 187villages from 2014 to 2017 in Xiang’an District,Xiamen City as the object of study;collected the data on geographic,social,humanistic,water resources usage,project building,project management and project operation conditions.All these quantified and evaluated indicators led to a final result that low benefits of treatment in Xiang’ an District makes a big potential for further improvement.In terms of weak links in rural domestic sewage treatment in Xiang’ an District,this thesis has put forward practical suggestions including improving the ability of deputy construction company,doing complete project exploration,guiding villagers to cooperate,ensuring a legal project,improving the stability of sewage treatment and decreasing unit energy of treatment.
