As China’s industrialization and urbanization process continues to accelerate,the contradiction between the extensive economic development model and the air environment is increasingly apparent.Air environmental pollution problems such as smog and acid rain are threatening people’s health rights and restricting the sustainable development of the social economy.The community has given extensive attention to the state of air pollution.In response to the problem of air pollution,the central and local governments have issued a number of laws and regulations on the prevention and control of air pollution,which has been actively implemented.However,at present,China’s air pollution problems are characterized by regional and complex characteristics.The traditional model of territorial governance has been unable to effectively cope with the increasingly complex air pollution problems.In September 2013,the Action Plan for Air Pollution Prevention and Control issued by the State Council,which required key regions to actively explore specific action plans for air pollution collaborative governance.In the existing research on collaborative governance of regional air pollution,most of them are aspects of policy and regulation design,advanced experience combing,and analysis of government cooperation relationship.There is a lack of in-depth discussion on the formation elements of the regional collaborative governance system and the implementation of the maintenance process.Therefore,this research will explore the factors affecting the collaborative governance of regional air pollution,and simulate the trend of air pollution in the collaborative governance region.This research mainly includes two parts of static and dynamic research.Firstly,from the static perspective,based on the life cycle theory,the regional air pollution collaborative governance is divided into two stages of “formation” and “maintaining”,and a theoretical model of the influencing factors of collaborative governance is constructed.The research result shows that the control capacity of air pollution,the superior government support and the public support have a significant impact on the “formation” stage of the collaborative governance,while the TS among governance subjects,the control capacity of air pollution,the expected benefit,and the public support have a significant impact on the “maintaining” stage of the collaborative governance.Then,from the dynamic perspective,the theory of symbiosis is introduced to construct a synergistic symbiosis of regional air pollution.The interaction between the internal operation mechanism of the independent symbiotic unit and the material information on the symbiotic interface have been analyzed,and using the system dynamics to construct a synergistic relationship diagram of the symbiotic system.On this basis,the definition of each factor equation is used to construct a coordinated management of the symbiotic body flow map,and the evolutionary simulation shows the trend of the degree of air pollution in the collaborative governance mechanism.The regional air pollution can be effectively improved by the collaborative governance.The conclusion of these two parts research has theoretical value and practical enlightenment for promoting the process of the collaborative governance of regional air pollution and establishing a normalized collaborative governance mechanism.
