Research On The Financial Risk Management Of Xin Jiang XY Sewage Treatment PPP Project

Since the issuance of 43 papers in 2014,the government and social capital cooperation model,PPP model,has been regarded as a good prescription for local government debt management in China.In just four years,the scale of the projects entered into the PPP project information bank has reached 18 trillion.The rapid development brings not only the improvement of the carrying capacity of urban operation,but also the abuse of PPP mode and the lack of financial risk management of PPP project.The number and scale of PPP projects in Xinjiang have always been among the highest in recent years,and the landing rate is also increasing.However,due to the limitation of the risk of the PPP model and the impact of Xinjiang's environment,the PPP projects are still in the forefront.The financial management of construction operation is facing more and more complex risks.Therefore,it is of great significance for the Xinjiang government,the social capital participating in the project and the public to correctly identify and manage the financial risk of the PPP project in Xinjiang.This paper analyzes the financial risk of XY sewage treatment PPP project in Xinjiang by the methods of literature analysis,inductive analysis and case analysis,finds out the problems existing in financial risk management and puts forward some suggestions for optimization.This paper analyzes and discusses the related theories of financial risk and financial risk management from the point of view of the whole project life cycle,and summarizes the development status of PPP project in China and PPP project in Xinjiang region.This paper puts forward the analysis of financial risk management of selected cases,aiming at the specific financial situation of XY sewage treatment PPP project in Xinjiang,according to the internal and external factors arising from the financial risk of the project.Research on risk identification,financial risk assessment and financial risk control.Through investigation and research,it is found that the financial risk management of XY sewage treatment PPP project in Xinjiang shows that the financial risk management system is not perfect,the internal financial supervision is insufficient,and the risk distribution between government and social capital is unreasonable.The problem of weak financial risk consciousness.In view of the above analysis,this paper puts forward some suggestions for optimizing the financial risk management of XY sewage treatment PPP project in Xinjiang,such as establishing a perfect financial risk management system,approving the authorization system of internal financial use,and establishing a sound financial risk management system for XY sewage treatment project in Xinjiang.This paper introduces the third party organization and uses the framework to distribute the risk reasonably,provides the project manager's financial risk consciousness,consummates the financial risk management measure from various angles.Finally,the study on the financial risk management of XY sewage treatment PPP project in Xinjiang provides a reference for the financial risk management and project promotion of Xinjiang PPP project.This paper puts forward different opinions to the participants in view of the different development situation of Xinjiang PPP project.
