With the arrival of knowledge economy,enterprise competition is based on the production,distribution and use of knowledge and information.For enterprises,the competitiveness of intangible assets,such as talent reserves,intellectual property rights and innovative capabilities,has surpassed products,technology and equipment,and become the core competitiveness of enterprises.If enterprises want to master core competitiveness,besides the introduction of high-end talents,education and training has become the most effective way to improve staff quality and broaden employee vision.The tobacco industry,as a special industry of planned to produce and monopoly,implements the tobacco monopoly system with Chinese characteristics.Since China became the seventy-seventh signatories of the Framework Convention on tobacco control in November 10,2003,China's tobacco industry is facing tremendous pressure of survival and competition,and the industry training is also facing greater difficulties.Since 2016,with the macro downtown pressure on the economy increase,tobacco control has become more and more severe,cigarette consumption inflection point coming,the tobacco industry is facing the pressure,how to control the cost of education and training,improve work efficiency,the realization of Tai'an tobacco education and training on the level of difficulty,as can be imagined.In recent years,by strengthening the training organization and leadership,improve the education and training system,improve training methods,strengthening training process control,Tai'an Tobacco Monopoly Bureau(company)of employee training has made some achievements,but also exposed some problems.For example,the employee's actual demand mining is not enough,the training form and way of training is single,training combined with the practical work is not enough,the training to guide the specific work is not strong,the lack of effective training incentives,the business enterprise inside learning atmosphere is not strong and so on.The existence of these problems has affected the further improvement of the quality of Tai'an tobacco employees.If it cannot be solved in time,it will greatly affect the construction of core competitiveness of the enterprise.The learning circle theory of David Kolb(Experiential Learning Cycle)is the theoretical basis of modern management training classroom organization.It is widely accepted and recognized in the developed countries in Europe and the US.In this paper,based on the learning circle theory,the comparison of Tai'an tobacco training present situation,the analysis of existing problems,find the reason and put forward solutions,strive to research and innovation practice through the training system,improve the training quality and effect,for the enterprise development to provide strong intellectual support and talent guarantee.This article is divided into five chapters.The first chapter is the introduction part.The second chapter is the definition and theoretical basis of the concept.The third chapter is the status analysis of Tai'an tobacco training system.The fourth chapter puts forward the measures to strengthen the training system construction by using the learning circle theory and the actual situation of Tai'an tobacco.The fifth chapter is the conclusion and prospect.The conclusions of this study are summarized and the results of the optimization of Tai'an tobacco training system are prospected.
