Research On The Policy Of Tobacco Industry In China

There are about 350 million of the cigarette consumer groups in China,the largest producer of tobacco and a consumer of tobacco products in the world.Tobacco products has its own particularity,not only concerns the national health,also has an important role to the national economy,therefore,China promulgated the "People's Republic of China tobacco monopoly law" in 1991,the tobacco industry to implement a monopoly system,from China's tobacco industry has entered a rapid development stage,creating a momentum of development of domestic cigarette unique every year,the tobacco tax provides nearly seven percent of our revenue.However,in recent years,China's tobacco industry is facing severe and complicated economic situation at home and abroad,.affected by the economic downturn,cigarette tax effects,along part of the brand factors such as excess,overall sales showing a downward trend,and tobacco cigarette inventory excess inventory,the total amount of taxes began to decline.At the same time,the inertia effect of the tobacco industry in our country long-term high-speed development,contradictions caused by policy problems grow with each passing day by the tobacco industry,especially in the"tobacco control performance" and "supply side","tobacco tax" in three areas of policy issues are particularly prominent,for the industry to continue to adhere to the mission for social development and make due contributions to Mongolia a shadow in the new economic situation.Therefore,it is imminent to actively try to deal with the policy problems of China's tobacco industry.This paper from the view of public management,the policy background and the status quo of China's tobacco industry is expounded,according to the content of the paper the author will focus on the problem of the tobacco industry are classified as"tobacco control performance" and "supply side","tobacco tax" in three aspects,after impact on the problems with the relevant theory public management is analyzed,and the causes of policy problems,finally put forward relevant suggestions.The article discusses the three key policy issues,aiming at exploring the way for China's tobacco industry to further develop its supply side and tax policies,and continue to develop in the relevant national tobacco control laws.
