Appeal+Action:The Pluralistic Governance Model Of Community Environmental Pollution

With the change of our social management system,the government is no longer the only center of social governance.Owing to one-dimensional and closed governance structure can not adapt to our modern society,construction of multi-subject and multi-dimensional cooperative governance system has become the inevitable requirement of modern social governance.In recent years,environmental pollution is becoming more and more serious,the country set off a wave after another round of environmental protection.Community as a place where the inhabitants live together,Its environmental directly affect the quality of there life.In the face of "government failure" and "market failure" double attack,community has the characteristics of small scale,frequent interaction and easy cooperation through communication,can effectively absorb the participation of various stakeholders,making the community as a platform for pluralistic governance of environmental pollution as one of the effective environmental governance model.This paper chooses the T community from S city as the research case,taking the diversified governance practice of the community environmental pollution as the research topic,on the basis of the gradual rise of the pluralism theory and the increasing willingness of residents to participate,the author used the field research,read literature,personal interviews and other methods to understand the whole process of environmental pollution by T community.At the same time,T community environmental council as an autonomous organization has integrated multiple governance,the author elaborated its establishment background,design idea,organization structure,operation mechanism,work effectiveness.On this basis,the author summed up some effective experience about T community organized enterprises,residents and other diverse entities to manage the community environmental pollution.That is:the government should properly intervene to increase the bargaining chip;cultivate social organizations to guide the full participation of multiple subjects;establish a sense of rules to ensure that community governance continues to be effective;digging people and encourage community residents to sing "protagonist".The environmental pollution pluralistic governance model by T community,which provides a useful reference for other communities to innovate governance and guide stakeholders actively participate in governance environmental pollution.
