Research On Public Services Of Rural Waste Disposalin The Process Of Urban-Rural Integration

In the process of Urban-Rural integration in our country,the rural economy has developed rapidly and the villagers’ life has been greatly improved.However,with the development of rural economic and improvement of living standards,rural living garbage showing some new features:the total a mount increases;the composition complex;dangerous and so on.The process of Urban-Rural integration has spawned the new demand for rural waste disposal of public services.The original rural public waste disposal public service system formed in the context of urban and rural separation.The reality of the unbalanced supplying of public services in the rural and the urban makes the rural areas unable to cope with the increasingly serious "garbage village" problem,it will restrict the integration of urban and rural areas in the long-term.Therefore,in the face of the new challenges and new opportunities brought about by the process of Urban-Rural integration,how to improve the rural public waste disposal of public services and solve the problem of rural garbage is of great significance to speed up the process of urban and rural integration and build "beautiful countryside".Based on the Urban-Rural integration,this paper uses the theory of public goods,the theory of new public management and the theory of equalization of basic public services in urban and rural areas,taking the practice of public service of rural waste disposal in H county of Shandong province as the research object,using the combination of literature research and empirical research describes the current situation of public service of rural waste disposal in H county,and analyzes the existing problems and the cause of the problem.Finally,this paper based on the background of Urban-Rural integration,put forward the countermeasures to improve the public service of rural waste disposal.According to the field investigation of H County in Shandong Province,the current situation of rural public waste disposal is still unsatisfactory,there are several problems.First,the total amount of public services is insufficient.Garbage infrastructure construction and equipment is difficult to meet the garbage collection,removal and processing needs.There is not enough rural cleaning staff.Second,Rural waste disposal of public service supply quality is not high.Heavy form,light effective,heavy "hard public service",light "soft public service" and other issues are more prominent.Finally,the supply of public services in rural areas is characterized by non-equalization.The urban and rural duality structure and the level of regional economic development and other factors,the public services of waste disposal in terms of quantity and quality are different between urban and rural areas,between regions,between the villages.This paper summarizes the causes of public service problems in rural household waste disposal,including the lack of government functions,the lagging of rural sanitation management departments,the lagging of legislation,the imperfect of existing policies,the immaturity of market mechanism,the lack of capacity of the village organization and the main role is difficult to play.In addition,the restriction of the financial security mechanism and the absence of the supervision and protection mechanism are also one of the main causes of the problem of public service of rural living garbage.At the same time,this paper puts forward some feasible suggestions for the improvement of public service in the process of Urban-Rural integration.First,change the government functions,strengthen the rural sanitation management department construction;Second,speed up the rural environmental legislation,optimize the existing domestic waste disposal policy;Third,broaden the financing channels,from a long-term mechanism;Fourth,improve the market mechanism to improve supply efficiency;Fifth,improve the supervision and management mechanism to ensure healthy operation;Sixth,strengthen publicity and education,and guide the villagers to participate.
