With the rapid development of economy and the improvement of people’s living standard,the problem of global warming caused by greenhouse gas emissions is becoming more and more serious.At present,China has become the world’s largest emitter of carbon dioxide,too dependent on energy consumption of the extensive mode of economic development is the main reason for the accumulation of carbon emissions in china.The government promised to 2020 Chinese carbon emission intensity decreased to 40%-45%compared with 2005 in the United Nations Climate Change Conference,in order to achieve the goal of our country actively to take energy-saving emission reduction measures,such as the implementation of carbon quota trading,participation in the clean development mechanism.As China engine industry,industry is the main carrier to achieve economic transformation to "low carbon".Literature on carbon efficiency has been sorted,the carbon efficiency of low carbon economy theory and efficiency evaluation theory are discussed and the principle and method of DEA model is introduced.The causal loop diagram thought in system dynamics is used to analyze the carbon emissions of input and output of system elements and the influence mechanism of carbon efficiency management system and its influencing factors.On this basis,the appropriate empirical research methods were selected to evaluate the carbon efficiency,and the factors affecting the carbon efficiency were analyzed.In full on the basis of theoretical analysis,BCC model of DEA method is used to measure 2011-2013 industry carbon emission efficiency of Chinese 36 industries,input redundancy and output deficiency of carbon efficiency data is analyzed based on the application of Tobit model on carbon emission efficiency and conduct an empirical analysis of influencing factors.The results show that:(1)the efficiency of carbon efficiency in China’s industrial sector is low,the level of carbon efficiency is not stable,and the gap between the carbon efficiency of different sectors is large.(2)the input redundancy of industrial carbon inefficient industry focus on energy consumption and environmental governance investment redundancy redundant,one hand that Chinese low efficiency of energy use is the result of industrialoutput,carbon emissions without efficiency of main reason;On the other hand also shows that the effect of environmental management in the present stage in China is not obvious,it did not promote the essence of the progress of energy saving and emission reduction.(3)there is a significant positive effect on the efficiency of carbon emissions in the related factors that affect the efficiency of carbon,and the consumption of raw coal has a significant negative effect on the efficiency of carbon emissions.Due to the lag of production efficiency,the efficiency of technology to carbon emissions is not significant.Optimization of energy structure to reduce coal consumption in energy consumption accounted for and encourage the opening to the outside world,promote rapid clean technology investment into economic benefits and the transformation of economic development concept to improve the efficiency of carbon industry has a positive effect.In the research perspective,Chinese 36 industries were chosen as the research subject of carbon efficiency,to overcome the limitation of the existing research only focused on one or several industries,and the system dynamic thinking used for carbon efficiency analysis of influencing factors of carbon emission,input-output analysis and environmental factors of low carbon economy analysis and the investigating the relationship between all the factors from a dynamic perspective is more scientific and reasonable.
