In November 2014,General Secretary Xi Jinping in the "Sino-US Joint Statement on Climate Change" announced that China will be around 2030 to achieve the peak of carbon emissions,and efforts to achieve ahead of the peak.In June 2015,the Government submitted a commitment report to the United Nations,"China's Independent Contribution to Climate Change Countries".The Paris Agreement,which was reached at the end of 2015,will bring the temperature of 2 degrees and the five-year inventory into the agreement,and all countries will bear their respective responsibilities for addressing climate change.China in recent years,a large area of haze weather and fossil fuel consumption increased rapidly close relationship.To achieve carbon emissions peak,reduce greenhouse gas emissions and eliminate haze has the same purpose.On October 27,2016,the State Council promulgated the Notice on Printing and Distributing the Work Plan for Controlling Greenhouse Gas Emissions(Guo Fa[2016]No.61)on Printing and Distributing the 13th Five-Year Plan.We will support the first peak of carbon emission in the optimized development area and strive to achieve the first peak in some heavy and chemical industries around 2020 with positive results in low-carbon transformation in the energy system,industrial system and consumption."National optimization development zone is a comprehensive strength,economic scale,urban system is relatively sound,the internal economy Close ties,strong scientific and technological innovation strength and other urban agglomeration,including the Bohai Sea region,the Yangtze River Delta region and the Pearl River Delta region.The country specifically proposed to optimize the development of the region is its basis,China's rapid growth of GDP and promote the industry to achieve low-carbon transformation are from the optimal development of the region.The key to achieving carbon emissions peak is to take the path of low carbon development.Do not take the road of low carbon development,even if the short term peak,can not guarantee no rebound,economic development is not affected.To this end,the various stakeholders to join the development of low-carbon,the urgent need to establish a sound mechanism to make low-carbon development into a conscious action and the ultimate goal.In this paper,the main stakeholders of low-carbon development:the central government,local governments,control companies(state-owned and private),non-profit organizations and the public and other relevant entities to establish interactive response collaborative development mechanism,so that the main form of linkage,development of.In the aspect of theoretical research,this paper first combs the relevant theoretical knowledge and research results of peak theory,mechanism establishment and mechanism,synergetic development and green development connotation.Secondly,we use a large number of questionnaire survey methods to obtain the interest demands of various stakeholders.The author analyzes the conflicts of interest and the internal relations between the stakeholders involved in energy conservation and emission reduction,and analyzes the evolutionary game theory of the participants in the game model-government at all levels,the enterprises of the control row,the public media and the nonprofit organizations.The game model of the government and the control group and the nonprofit organization is established,and the rationality of the equilibrium result is analyzed by quantitative analysis of the behavior participant.Finally,for the government,enterprises and other carbon emissions development constructive comments and suggestions for China's low-carbon development and peak objectives to achieve the contribution.
