The reform of state-owned enterprises is the central link of China’s economic system reform.And the staff diversion and resettlement has always been a major issue in the whole process of the reform of state-owned enterprises.In the new round of state-owned enterprise reform,the breakthrough of state-owned enterprise reform in the areas of overcapacity,mainly in the coal and steel industries,is of vital importance.The coal industry will withdraw and restructure a total of 1 billion tons of production capacity in 3-5 years,involving 1.3 million workers.This is an important issue in this round of state-owned enterprise reform,both in terms of the number of planned capacity cuts and the number of people who need to be relocated.To do a good job in personnel diversion and resettlement is not only related to the realization of the policy goal of reducing production capacity,but also to social stability,as well as to the burden of enterprises and the benefits of enterprises.It is not only the responsibility of the government,but also the responsibility of enterprises.It’s a critical period for the coal industry to cut production capacity.The research object of this paper is NH Group,a large state-owned coal enterprise in Henan Province,which is the main province to reduce coal production capacity.We study the background,policy system and NH Group’s implementation of the policy of diversion and resettlement of personnel in the process of capacity reduction.Then,using Smith’s theory of policy implementation process,we analyze the causes of the problems from four aspects: idealized policy,executive agencies,target groups and environmental factors,and put forward suggestions to optimize policy implementation.Through consulting the data,we have learned the implementation of the reemployment policy at home and abroad,about the focus of attention,the main problems,the analysis methods and the related countermeasures from the time and space dimensions,and have perfected the thinking angle of the problem.At the same time,through empirical research,we can grasp the real implementation of the NH Group’s personnel diversion and resettlement policy.At the same time,through empirical research,we have grasped the real implementation of the diversion and resettlement policy in NH group,especially the problems in the implementation of the policy,and used theoretical tools for analysis.We hope to provide reference for the follow-up work of reducing the capacity of coal industry,reducing the capacity of other industries,and even for similar work in the whole country to formulate and implement the policy of diversion and resettlement of personnel.
