Study On Coal Miners' Resettlement Policy Under The Background Of Overcapacity Reduction

Since 2016,our country has continued to advance the supply-side structural reform,resolving excess capacity actively.In this adjustment of cutting overcapacity,Jiaozuo city should shut off four state-owned coal mining enterprises.Because there were a lot of coal workers to resettle in Jiaozuo city and the resettlement situation was very complicated and,there were many unsatisfactory aspects in the process of coal miners' resettlement.Therefore,the study of coal miners' resettlement policy had very important practical significance under the background of cutting overcapacity.This paper mainly used the theory of public management function,theory of labor and social security,unemployment theory and labor migration theory,dissected the present situation of coal miners'resettlement,selected XinZhu-chun Company as a typical example,made questionnaires and interviews of coal miners in order to knowledge clearly about problems existed in coal miners' settlement of Jiaozuo city.In view of the existing problems,the author puts forward some policy suggestions to promote the resettlement of coal workers in Jiaozuo City,so as to provide policy reference for the public sector.The main contents of this paper were as follows:Firstly,the paper introduced the research status of coal miners' resettlement policy both at home and abroad,and focused on the general situation of coal industry and research enterprises in Jiaozuo City.Secondly,the contents,objectives,processes and methods of the survey design were described,and the characteristics of the survey object were also described.The questionnaire was analyzed from the aspects of cognition,resettlement plan,resettlement channel and compensation standard.The paper analyzed the existing problems of the resettlement work from the aspects of the demand level of the resettlement subject,the execution level of the resettlement policy program,the public service level and the follow-up policy plan level.The paper analyzed the problems existing in the resettlement work,Then,from the government level,the placement of staff level and the level of coal enterprises and then put forward the relevant countermeasures and suggestions.Finally,the conclusion of the thesis was obtained,and the shortcomings of this paper were pointed out.
