The safety management of production is an important issue in China.Because of safety management and production technology are not skilled,resulting in a lot of problems in many fields.Especially in hazardous chemicals industries,strict operation conditions are required.Although more attention and stricter supervision,but recent years the related accidents still occurred frequently and caused heavy casualties and property losses.August 12,2015,located in Tianjin Binhai New Area,Ruihai international logistics company,the dangerous goods warehouse happened explosion that a special significant production safety accident.A thorough analysis to find causes of accident,put forward regulatory improvement and preventive measures,improve the safety and reliability of the system,and reduce such safety incidents.Provide reference values to reduce or avoid other safety accidents.To solve the issue discussed above,propose a resilience framework to analyze production safety accident based on resilience and causation analysis of accidents.The framework introduces resilience theory into safety accid ent analysis,three-stage resilience(failure prevention,effect absorption and fault recovery)method corresponds to pre-accident,during accident and post-accident three stages.From analysis of organizational structure and interconnection relationship in system,propose a series of control and protection strategies.Taking the Tianjin Port Explosion Accident as an example to conduct causation analysis,prove the effectiveness of resilience framework,and put forward strategies to help improve the safety of production systems and guide the safety management.Section 1 introduces the research background and significance,reviews the related theories and research works.Section 2 puts forward three-stage resilience framework with a specific example,introduces the models and methods to analyze.Section 3 introduces the first stage of framework,based on STAMP model to make causation analysis for the pre-accident stage.Section 4 introduces the second stage,the STEP table and STAMP model have been introduced to seek error events,and then analyze the violation of safety constraints in second stage.Section 5 introduces the third stage,making quantitative analysis by means of resilience evaluating indicators,including evaluation of environmental recovery and infrastructure system recovery.The last section is summary and outlook.
