Environmental Regulation,technological Innovation And Environmental Efficiency Of Resourse-based Enterprises

Over the past four decades,China's industrialisation has advanced rapidly to become the world's second largest economy.At the same time,the serious environmental pollution and environmental damage caused by economic development have reached unprecedented levels and gradually become the bottleneck restricting the sustainable development of the economy and society.Therefore,facing the current resources and environment constraints,and the economic transformation of the dual pressure,we must strengthen environmental regulation to explore combining environmental regulation and technical progress of pollution.So,how do companies respond to government environmental regulation? How does it respond to environmental regulations? How can the government make reasonable and effective environmental regulation for enterprises? This is the question to be studied in this paper.This article analyzed the mechanism of environmental regulation and technological innovation's impact on the environmental efficiency,selecting the resource-based enterprises from 2009 to 2015 as sample,on the basis of measuring environmental efficiency to build dynamic panel model for empirical analysis.The results show that:(1)The environmental efficiency of the lag phase is positively correlated with the current environmental efficiency,indicating that the environmental efficiency of China's resource-based enterprises is in a steady improvement process.(2)Environmental regulation can effectively improve the environmental efficiency,and compared with small and medium-sized enterprises,the improvement of large enterprises is more significant.(3)The mechanism of technological innovation on environmental efficiency has a distinct difference between large enterprises and small and medium-sized enterprises.Specifically,(1)Increasing R&D expenditure and increasing patent application can significantly improve the environmental efficiency of large enterprises.The interaction between environmental regulation and the R&D expenditure enhance the environmental efficiency significantly;The interaction between environmental regulation and patent application is unconspicuous;(2)Small and medium-sized enterprise increase R&D expenditure and patent application reduced the environmental efficiency;The interaction between environmental regulation and R&D expenditure significantly weakens the role of environmental regulation in improving the environmental efficiency of small and medium-sized enterprises;The interaction between environmental regulation and patent application is unconspicuous.Finally,this paper puts forward corresponding policy suggestions based on the research results.
