Study On Legal Issues Of Environmental Protection For Hydropower Development In Guizhou

In order to promote economic development and promote social development,we must pay attention to hydropower development and at the same time we must not overlook the range of environmental problems that exist in the hydropower development process.Nowadays,there is a special legal gap in the environmental protection of Chinese hydropower development and there are loopholes in the legal system concerning the environmental protection of hydropower development.There are few legal studies on this field in academic circles.We all clearly know that there is an urgent need to solve many legal problems in the environmental protection of hydropower development.This paper is divided into four parts.The first part is the introduction,which describes the research background,purpose,significance and research status at home and abroad.The second part elaborates on the implications of the environmental problems in terrestrial ecology,aquatic ecology,society,nature reserves,scenic spots and forest park caused by hydropower development.Meanwhile,there are researches on the development of Wujiang hydropower.We must consider the economic,social and environmental benefits of hydropower development and realize the importance of environmental protections in hydropower development for sustainable development of economy and environment so as to further study and explore the environmental protection existing in hydropower development.The third part is to comprehensively discuss the environmental laws,law systems in hydropower development as well as the Guizhou's local regulations and government regulations on the environmental protection of hydropower development.Taking the environment protection issues in Wujiang hydropower development as anexample and combining with the problems existing in the relevant legislation on environmental protection in hydropower development in Guizhou province,this part includes four aspects,relating the environmental protection laws,environmental administrative enforcement,environmental administrative management,and legal education about hydropower development in Guizhou province,in order to provide a realistic basis for the solution of subsequent problems and the improvement of the legal system.The fourth part is the focus of this paper.In foreign countries,the environmental protection of hydropower development has a comprehensive legal system,sound laws and regulations;the overall management and planning of environmental protection of hydropower development is made through the establishment of specific legislation;the public participation mechanisms introduced by the sound legislation protect the rights and interests of related public groups;the foreign countries highly value the ecological environment protection in hydropower development,and the importance of coordinated development of hydropower development and environmental protection so as to better protect the environment.Based on advanced foreign related legislation,from the actual situations in Guizhou province,there are targeted suggestions to improve the legal countermeasures for environmental protection hydropower development in Guizhou province.Based on the problems existing in the environmental protection of Wujiang hydropower development,the innovation of this paper is to study the environmental protection legal issues of hydropower development in Guizhou province,which has representative and widespread.The paper mainly puts forward to improve the relevant legal systems for the hydropower development environmental protection in Guizhou,to improve the administrative enforcement system for hydropower development,to improve the environmental administrative management system,and to strengthen the publicity and education of the environmental protection legal system for hydropower development.And this paper is to effectively promote the environmental protection of hydropower development,reduce the adverse impact of hydropower development on the environment,and make a contribution to the environmental protection ofhydropower development in Guizhou.
