Management Research Of Environmental Law Enforcement In Qin Huang Dao

A good ecological environment is the most fair public product and the most universal well-being of the people's livelihood.Nowadays,our country is at a new starting point of the economic and social development and bearing the increasing pressure of environmental resources.At the same time,the public expectations of environment quality improvement keep growing.Theoretical research of domestic and foreign systems,valuable experience from actively exploring in some areas make environmental law enforcement administration unprecedented important.Qin Huangdao in the northeast of Hebei province is an important node of Beijing-Tianjin-Hebei region radiation northeast city,which made a series of exploration and practice in the field of environmental law enforcement and management.In the new historical conditions,whether further strengthening the construction of ecological civilization and strengthen environmental law enforcement management work,according to the national strategic objectives and the specific situation of the Qin Huangdao city,concern the future development and historical destiny.At present,Qin Huangdao unified thought and action with ecological city strategy as well as made certain achievements in environmental law enforcement management.But there are also certain problems,such as administrative intervention,decentralization of power,overlapping functions,lack of maturity in cross-regional collaborative governance,weak environmental law enforcement management and a single aspect of environmental law enforcement management.The main reasons are ideological understanding remaining to be further improved,the environment law enforcement management system not smooth,cross-domain coordination mechanism needing to be further perfect,lack of management ability to safeguard environmental law enforcement,economic management means lack of use.This paper puts forward reasonable countermeasures in the environmental management responsibility system,perfecting the system of environmental protection of the rule of law and establish regional co-construction and work mechanism,management innovation environment economic means,setting up a system of public participation.This paper comprehensively uses literature research,survey method,system analysis and other research methods.By taking access to books,periodicals,network data,this paper systematically combs related literature material.and the paper deeply analyze the reason and put forward rational countermeasures and suggestions through finding problems seriously in order to further improve the ruling ability of the party committees and governments of Qin Huangdao,improve environmental law enforcement and management of humanization,institutionalization,refinement and scientific level,promote comprehensive,balanced and sustainable economic and social development of Qin Huangdao city,and construct of Beijing-Tianjin-Hebei urban agglomeration of ecological city pacesetter.
