Research On The Grass-roots Environmental Law Enforcement In Y City

As China's economic level has risen sharply,people's material conditions have been continuously improved,and the happiness index has also been significantly improved.However,the ensuing environmental pollution incidents continue to occur,and there is a growing trend.Environmental pollution such as cyanobacteria outbreaks,red tides,and haze weather in water bodies has even appeared on a regular basis,which has caused ordinary peopled nonnal life.Huge interference has made China's environmental protection work face unprecedented challenges.Environmental law enforcement plays an important role in environmental management work.Grassroots environmental law enforcement is one of' the cornerstones of national environmental law enforcement work.Therefore,the impact of grassroots environmental law enforcement on China's environmental protection,governance and supervision work should not be underestimated.Therefore,in-depth study on the problems existing in China's grassroots environmental law enforcement is of great significance to China's environmental protection,governance and supervision.This paper takes the work of grassroots environmental law enforcement in Y city as the research object,and uses the methods of literature analysis,experience reference,logical induction,etc.to define related concepts and study the corresponding theoretical basis.With the help of Y-city in 2014-2017 Relevant environmental quality data,contact the current environmental law enforcement situation in Y City,analyze the problems in the law enforcement process,and carry out detailed research and discussion on this,summing up the environmental law enforcement jurisdictional crossover and township supervision law enforcement in Y city environmental law enforcement work There are many problems such as lack of staff,excessive intervention by law enforcement at the grassroots level,weak enforcement of grassroots law enforcement,incomplete enforcement of law enforcement hardware facilities,difficulty in obtaining evidence from environmental law enforcement investigations,and difficulties in implementing environmental law enforcement results.Then summed up the relevant excellent experience of grassroots environmental law enforcement at home and abroad,and introduced the HDI index and the law enforcement personnel from the environmental protection department to the environmental protection department,the grassroots environmental supervision,the grid management,the government performance appraisal,and the law enf'orcement personnel.Protessional literacy,increase environmental law enforcement financial input,multi-methods to guide enterprises to consciously abide by the law,and oversee environmental law enforcement,and propose countermeasures and suggestions to solve local environmental law enforcement problems.The author hopes that this research will not only serve as a reference for the improvement of the corresponding work of grassroots environmental law enforcement in Y City,but also hope to provide effective reference value for environmental law enforcement work in other grassroots counties and cities in China.
