Research On Multi-agent Linkage Model Of Haze Governance In Xingtai City Under The Guidance Of Government

In the background of the haze raging around the nation and the authorities paying much attention to haze governance,the heavy haze pollution in Xingtai City must not be ignored.Since 2013,Xingtai of Hebei has hit the “black list” of national air quality ranking many times and the heavy haze pollution has deeply affected people's health and the sustainability of its economy.Therefore,exploring a rational and effective way of haze governance becomes the top priority for local authorities of Xingtai.It is meaningful to make a research on multi-agent linkage model of haze governance in Xingtai City under the guidance of government.The paper studies Xingtai City and begins with the definition of the relevant terms,such as haze,haze governance and the model of guidance of government.Taking cooperative governance theory,ecological civilization theory and environmental public trust doctrine as supporting theories,it also takes the reality of haze pollution in Xingtai into account and analyzes the anti-haze measures and action of the main participants including the local government,enterprises and social forces.Through this the existing problems can be found respectively in them,such as little effect on haze governance,difficulty of rooting out haze pollution,and the low participation in haze governance.Based on this it continues digging out the hiding reasons behind these problems.In order to fulfill the demand of haze governance,the author establishes the multi-agent model of haze governance in Xingtai City under the guidance of government.The model includes the local government,enterprises and social forces and divides them into different categories according to different dimensions and analyzes them as a whole.It also applies interests coordination mechanism,trust and cooperation mechanism and information sharing mechanism to improve haze governance in Xingtai.The paper applies literature analysis method to review the theoretical achievements of the research on haze governance of both home and abroad scholars and puts these achievements into the subject study.It applies survey research method including field study,interview and questionnaire to know more about the action taken by the main participants of Xingtai during haze governance and the existing problems.It also applies both qualitative and quantitative research method to analyze the nature and character,the range and degree of haze in Xingtai and has a whole grasp of the influence of haze there.
