Study On Government Management And Protection Of Oil And Gas Pipeline In Shanxi

Oil and gas pipeline is an important national infrastructure,it is playing an increasingly important role in the development of national economy.The pipeline construction of China has developed rapidly in the past 30 years.By2025,the national oil and gas pipeline network scale will reach 240000 kilometers,from liquid to gas,from land to sea floor,from China to transnation.At the same time,the research and development in pipeline management and protection lag far behind the development of pipeline construction.Especially in recent years,due to our country economy's high speed development,pipeline's significant changes have taken place in the external environment,the contradiction of pipeline protection and urbanization construction is sharp and complex,pipe laying "temporary land use,long-term occupancy" pattern is more and more worse.According to the 2014 national inspection and statistics,there are29,000 safety hazards in the oil and gas pipeline,of which there are more than two thirds of the problems in the distance between the pressure and the pipeline protection.Because the oil and gas pipeline has the characteristics of long distance,continuity and high pressure,aiso inflammable and explosive,once the leakage has posed a great threat to public security.In2013,"11·22" sinopec Qingdao donghuang oil pipeline leaked a particularly serious accident,resulting in bad social impact and serious economic loss.Therefore,the pipeline protection is a vital link in the current and even future period of government management,which is concerned with the overall national energy security and the safety of the people's lives and property.But it has not been formed a long-term mechanism of pipeline protection in our country,the government and its departments and enterprises have not effective methods in promoting the pipeline protection work together.The research object is the government and related departments ofShanxi Province in oil and gas pipelines protection management responsibility.In this paper,in order to promote pipeline protection of the mechanism of government management system construction,adhere to the problem oriented,based on the practice of innovation,the pipeline protection in Shanxi Province in recent years,the practice of the management of the government,through deep investigation and study,analyze the problems of deep level reasons,carry out the comparative study of the government management and protection mode of the pipes,compiled with the United States and Canada's evolution process of the pipeline protection government regulations,laws and regulations.Analyze the advancement of government pipeline protection mode abroad,with the combination of partial provinces and cities in our country pipeline protection modes,this paper discusses the current situation of the pipeline protection system in Shanxi Province,the objective,systematically summarized,analyzed and studied the supporting laws and regulations of government and enterprises are imperfect,government departments responsibility definition is not clear,pipeline protection linkage mechanism is not sound,workers are not professional,participation along the masses will not strong,etc.Through the study and the advanced experience of pipeline protection at home and abroad,based on the oil and gas pipelines protection in Shanxi Province government management practice,from the sound management system,to set up the linkage mechanism,promote materialize three aspects put forward the methods and countermeasures to solve the problem,in order to carry out pipeline protection work better in Shanxi Province,to promote the sustained and healthy development of oil and gas pipeline industry in Shanxi Province.
