Research On Environmental Enforcement Of Local Government

Lucid waters and lush mountains are invaluable assets.With the development of industrialization and urbanization since reform and opening in China,the contradiction between the development of social economy,population resource and environment is getting more serious.Local government need to find the way to breakout the vicious circle of poverty and natural resource abusing when facing of the contradiction between economic development and environment protection.The work of environment protection in China has been developing rapidly in these years.That Eco-civilization is written in Party Constitutionin in 18 th CPC National Congress and the establishment of a series of laws and policies to protect environment shows the power and confidence of China in protecting the environment.With these great exterior environment,the local government in China China obtains several achievements on environmental law enforcement and environmental protection.However,there are certain difficulties.In order to develop the environmental enforcement,it is essential to have a comprehensive understanding in the current state and constraints of environmental law enforcement,then raise some pointed ways and advice,therefore various problems in environmental law enforcement can be resolved.The article uses the documentary research,comparative analysis and analysis method of case and takes the environmental law enforcement in Xinzhou City as the object of research.The article analyses the problems in environmental law enforcement of local government in Xinzhou City and explores the internal cause,then raise some pointed ways and advice to standardize the environmental law enforcement and promote the environment protection.The ultimate goal is to achieve the sustainable development.There are several problems such as mismatch between law basis and requirement of executing the law,difficulties in law enforcement implementing and shortage of law enforcement capacity.The reasons ofthese problems are the shortage of law basis of environmental enforcement,the obstructed environmental enforcement system,the restrictive attitude of the subject of law environment enforcement and the shortage of law enforcement capacity.According to the practical situation of Xinzhou City,the author aims at the constraint of basis,system,concept,institution,capacity,and propose certain countermeasures to solve these problems.The environment problem is a global problem that is complex and has a huge influence.According to the economy situation and social development in China,the difficulties of environmental enforcement relate to benefit-based relationship on various aspects of the society,and the way to solve this problem needs the effort from every member of the society.The local government needs to accept that the activities of improving the environment is enduring.The local government should arrange the work of environmental enforcement reasonably and carry out the Scientific Outlook on Development during the environmental enforcement.Moreover,the local government needs to avoid mistakes of the policy,improve the quality of environment and reduce the destruction of the environment and minimize environmental pollution accidents.Therefore it can finally achieve the purpose of durably improving the environment quality.
