Research On Environmental Monitoring Law Enforcement

A good environment is the premise of human survival and development,is the basis for the realization of sustainable development of mankind.In recent years,incidents of frequent environmental pollution,serious deterioration of the ecological environment,especially the frequent occurrence of large-scale haze weather,has aroused the concern of the whole country.Environmental supervising department which in the front line of environmental protection have aroused more and more attention.At present,we have achieved initial results in cracking down on environmental pollution violations and controlling environmental pollution expansion,but a series of contradictions and problems in the grassroots environmental monitoring law enforcement department have seriously restricted its enforcement effect.This article first discusses the law enforcement,characteristics and significance of environmental monitoring and law enforcement,combined with the author in the actual law enforcement experience and real case,the environmental law enforcement law enforcement,law enforcement,law enforcement system and law enforcement supervision in four areas the author analyzes the causes and analyzes the reasons.Then,through the study of the advanced experience of environmental monitoring and enforcement in the United States and Japan,the author points out the three points of inspiration.At the end of the paper,the corresponding countermeasures are put forward,environmental protection law enforcement department legal status,get rid of the status of commissioned law enforcement,as well as the revocation of the existing environmental protection departments in charge of the old law enforcement system,the establishment of law enforcement as the core of the new system of environmental protection and other reform channels and objectives,in order to solve the current environmental monitoring law enforcement the dilemma faced.
