Study On The Construction Project Of Emergency System For Water Pollution Prevention And Control In Heilongjiang River Basin

The Heilongjiang water system is located in the northeastern border of China,and its water system spans China,Russia,and Mongolia.Its geographical location is unique.The basin has a large population,strong industrial base,and is an important grain production base in China.However,in recent years,there have been many water pollution accidents in the Heilongjiang River Basin,which have affected a wide range of areas.This not only endangers the people's property and life safety but also damages the image of China's big country.Constructing an emergency system for water pollution prevention and control in the Heilongjiang River Basin will help prevent the occurrence of water pollution,emergency treatment of sudden water pollution,and protection of Heilongjiang water environment.Based on the frequent occurrence of pollution in Heilongjiang River watershed,serious consequences,and untimely emergency response,the plan for the construction of the Heilongjiang Provincial Water Pollution Prevention and Emergency Response System Project will help determine how to prevent sudden water pollution and construct a water pollution prevention and emergency response system;Water pollution prevention and emergency system project approach;proposed to solve Heilongjiang water pollution prevention and emergency treatment methods after pollution.This article comprehensively uses the emergency management theory,risk management theory and emergency resource allocation theory to plan and design a pollution prevention emergency system project.The program formulated the framework of the project emergency prevention and control system,and clarified that the emergency response system includes four basic structures: emergency management system,emergency response system,emergency response system,and emergency support system;the program adopted the Heilongjiang water pollution monitoring and pollution risk identification results.The “prevention” of pollution and the proposal for water pollution prevention and treatment measures provide planning basis;the plan gives an analysis and construction of emergency plans in the face of Heilongjiang water pollution risks and pollution accidents;the plan gives the emergency activities during and after the emergency completion The problem of emergency resource allocation to solve theproblem of inefficient allocation of resources in emergency operations.
