Study On Public Participation In The Local Pollution Control Of Air Pollution

The 19 th National Congress of the Communist Party of China pointed out that,building an ecological civilization is vital to sustain the Chinese nation's development.And put the prevention and control of pollution in the three major battles of the moderately prosperous society.The Defense of the blue sky is the key to win the battle of prevention and control of pollution.Factors such as terrain features,industrial structure,residents' living habits and urbanization process seriously affect the quality of air environment in Xinxiang,In recent years,a series of measures have been taken and a series of achievements have been achieved,but the marginal effect of government led governance model is decreasing,how to better carry out the control of air pollution and enhance the sense of gain of the masses is imminent.The control of air pollution is a systematic and complex project.It is difficult to achieve the expected effect and the goal of governance by the power of the government.As an indispensable aspect of air pollution control,it is particularly important to study public participation in the control of air pollution.This article takes the control of air pollution in Xinxiang as the research object,on the basis of absorbing advanced theories and research methods at home and abroad,based on stakeholder theory,multicenter governance theory,and public participation ladder theory,through the investigation and analysis of the public participation in the air pollution control in Xinxiang,point out that from the view of public participation in the treatment of air pollution,Xinxiang' stage is between passive participation and interactive participation.Public awareness of environmental protection and the air pollution degree of concern in the increasing of atmospheric pollution is also growing in the sense of participation,through the green travel,using energy saving appliances in the pollution prevention act in normalization,active participation in urban air pollution control behavior consciousness is increasing,and can use the right of reporting,participate in the hearing and other ways and means to exercise the right,safeguard right.But for a long time,the government and the weak public have decided that the government departments still exercise the dominant power of air pollution control at the present stage.Despite the awareness of public participation and the increased participation will,ways and channels for public participation in the actual work is still less,public participation is not deep,broad scope,incomplete mechanism,it is still dependent on the government's further norms,guidance and support.As a public,the consciousness of participation is not strong enough.The scope and intensity of the real participants is not enough.It is limited to experts,scholars and related professionals and other professionals.This situation is caused by the situation when the government to control air pollution led push drive,not move,has been in the vicious circle of "strict management,improve,relaxation management,deteriorate,strict management ".This article sums the reasons for the lack of public participation in Xinxiang's air pollution control are as follows: government single center governance model squeezing public participation space,the openness of information is not high enough which narrows the channels for public participation,the rule of law is not sound and the mechanism is not perfect affects the degree of public participation,the failure of the role of the NGO to improve the cost of public participation,The lack of understanding of the self-interest relationship leads to the reduction of public participation enthusiasm.Based on the analysis of the above constraints and influencing factors,this article try to put forward the countermeasures and suggestions from the following aspects: By strengthening the function orientation of the participants to actively promote the governance of multicenter,Using the top-level design of perfect institutional mechanism to construct long term mechanism for whole process participation and Governance,promote the information disclosure of government enterprises and actively guide the public to take part in effective participation,supporting social organizations to play a role in enhancing public participation in environmental social benefits,advocating the public spirit of environmental protection to stimulating the enthusiasm of public participation.Promoting public governance,including air pollution control,is a systematic work,this kind of problem can not accomplish the whole task at one stroke.The applicable solutions to Xinxiang are not likely to be popularized and applied to other areas,and the research on this kind of problem needs to be further studied.At the same time,in the survey,it is also deeply felt that public participation has a rare opportunity.Technology has changed life,and the development of WeChat has changed the breadth and depth of public participation.With the popularization of "Internet plus government”,the methods of public participation will be more diversified,it can also improve the forced public participation and regulations and system.It can be expected,with the development of the society,the government will more deeply understand the importance of the public on air pollution governance participation,more welcome and actively guide the public participation;the public will also be encouraged by the government to exert more political participation,to improve positive opinions,reasonable demands to safeguard their own environmental rights according to law.
