Research On The Implementation And Improvement Of The Accountability System Of Environmental Emergency

In recent years,China’s environmental pollution emergency intensified,ongoing environmental events for our country’s economic development has brought a lot of obstacles,to people’s production and life brought great damage.The severe situation makes us think that the direct cause of sudden environmental incidents is the lack of perfect emergency environmental accountability mechanism.China is a market economy under the leadership of administrative power,and the government must take the responsibility to exercise its power.The failure of government departments to folly perform their duties is due to a lack of adequate accountability mechanisms.The accountability mechanism of emergency environmental events in China is very imperfect,and it is necessary to study and perfect it.According to the general theory of academia,there are four main types of environmental responsibilities:legal responsibility,disciplinary responsibility,political responsibility and social responsibility.Shall be investigated for legal responsibility of the government relies on the accountability mechanisms of judicial organs,discipline responsibility shall be investigated for the government,rely mainly on the corresponding disciplinary regulations political responsibility shall be investigated for the government mainly rely on administrative accountability mechanism to realize;The environmental accountability of environmental emergencies requires the coordination of several responsibilities mentioned above.This article is based on the analysis of the existing research results,through to the relevant rules and regulations study,thinking,and put forward our country environmental accountability mechanism connotation definition and characteristics,and in combination with our country environmental emergency case,using the literature research,case study,comparative research,case analysis of accountability subject,object,content,procedures,methods,results,and a series of content,based on this,puts forward the emergency environmental accidents in China accountability mechanism and realization path;Finally,the author puts forward the policy Suggestions for improving the accountability system of emergency environmental incidents,which mainly includes three aspects:first,strengthening the political accountability mechanism of the legislature;Second,improve the legal accountability mechanism of judicial organs;Third,build media and public social accountability mechanism...
