Study On The Environmental Accountability's Current Situation,Problem And Optimizing Path

Under the background of the increasingly serious pollution of the ecological environment,the natural ecological environment has been paid more attention by the government,citizens,media and social organizations.For a long time,the Chinese government for environmental protection seriously,local governments blindly develop economy,although China has grown into the world's second largest economy,but the ecological environment cost is difficult to estimate.The government as the ecological environment public goods duty providers play an important role in environmental governance,but the reality shows that government agencies and officials responsible in environmental protection responsibilities and obligations are very short,so it is necessary to carry out supervision and rectification of government administrative behavior about ecological environment.To encourage governments and officers at all levels to fulfill the environmental responsibility and create good environmental management performance is the realistic difficulty being faced by China nowadays.Environmental accountability is exactly an inevitable and effective reversed transmission mechanism to guarantee that the government is able to fulfill the responsibility for environmental protection effectively and promote ecological protection.In recent years,with the development of practice and theory,both the practice and theory of environmental accountability are changing continually,the contents of it are more various and the regulations on the scope of cover,the subject responsibility,the operating procedures and other aspects are increasingly reasonable.In reality,the cases of environmental responsibility are often seen in all major media's coverage.Some effects of the environmental accountability have been produced in the practice,which can be seen in the article through the analysis of the 91 cases of environmental accountability from 2003 to 2016.However,there remain many formidable difficulties in reality,such as the lack of motive power in top-down accountability caused by the NPC and media absence from environmental accountability;the bad effects of accountability punishment and caution caused by the poor investigation of the leaders' and the direct responsibility;the fortuity of the effects of accountability and the influence of media attention and accident levels.the little normalizing accountability before and during the affairs,and the much emergency accountability making accountability pure accountability system;the lack of the openness and the transparency about the results of accountability weakening the authority of accountability system.Environmental accountability dilemma above has many reasons,including the legal system is not perfect;the lack of the culture and tradition of accountability;Chinese type parallel multilayer authorization structure causes principal agent between the unclear responsibilities;administrative discretion is too large;information disclosure and communication system is not perfect.As well as the lack of green performance in Chinese GDP assessment system.To solve the above problems,this paper combines the theory of responsible government,the principal-agent concept from the system and culture,in view of the internal contradictions of the principal agent in the accountability relationship,this paper puts forward the multi angle way to optimize the environmental accountability.
