Research On The-Mechanism Of Government Environmental Accountability In Basin Pollution Control

In recent years,cross-regional environmental pollution has occurred frequently,seriously threatening people’s production and life,and has become one of the main factors restricting the country’s economic and social development.As one of the important forms of environmental pollution,watershed pollution has regional and external characteristics,which means that watershed pollution is often accompanied by characteristics across administrative regions.Watershed pollution control has always been a difficult point in cross-regional pollution control.The most effective treatment method for watershed pollution control in China is coordinated intergovernmental governance.The "Environmental Protection Law" also clearly stipulates that the state and local governments should establish a joint prevention and control mechanism for pollution prevention and control across river basins.However,the reality is that watershed pollution still occurs frequently,and the coordinated management of the government between the river basins has not played its due role.The government is in the position of leadership and decision-making in the basin pollution control,and is also an important participant in the basin pollution control.It should bear inescapable environmental responsibility in the basin pollution control.At present,the characteristics of local governments in China and other local governments make local governments often give priority to protecting their own interests when they encounter disputes and disputes in the coordinated management of watershed pollution.However,they are more negative in their responsibility and even have the responsibility to shirk their responsibility..The reason is due to the lack of government environmental responsibility investigation mechanism in river basin pollution control.Under the above background,this paper uses the empirical analysis method,case analysis method and other research methods to make a holistic study on the government environmental responsibility investigation machine in China’s river basin pollution control,find out the main problems existing at present,and put forward relevant suggestions for improvement.In addition to the introduction and conclusion,this article is divided into three parts:The first part is the conceptual definition of watershed pollution control andgovernment environmental responsibility investigation mechanism.This part first defines the meaning of watershed pollution control,and on this basis leads to the government environmental responsibility investigation mechanism--the cracking of watershed pollution control failure.Finally,the necessity of constructing the government environmental responsibility investigation mechanism in river basin pollution control is expounded.The second part is the current situation and problems of the government environmental responsibility investigation mechanism in river basin pollution control.This part firstly sorts out the legal provisions concerning the investigation of government environmental responsibility in China,and then analyzes the current situation of the mechanism based on the typical cases of government responsibility in the basin pollution in China,and then summarizes the current accountability of the mechanism.Legal issues in the areas of subject,responsibility,subject responsibility,and accountability procedures.The third part is the suggestion to improve the government environmental responsibility investigation mechanism in China’s river basin pollution control.In view of the existing problems,combined with the characteristics of China’s administrative management system,the author puts forward some suggestions for operability,and proposes to construct a unified responsibility investigation and leadership institution in the basin to achieve effective investigation of the government’s environmental responsibility.
