Research On Risk Classification And Classification Supervision Of Production Safety Accidents In Enterprises

In view of the current situation in which China's safety production is grave,supervision power is insufficient,and supervision needs urgently to be strengthened,this paper proposes the idea of safety production classification supervision and double control.Safety production grade supervision is based on the idea of risk management.It divides enterprise risk levels on the basis of corporate risk factors,establishes a hierarchical monitoring model for enterprises,and formulates a hierarchical monitoring plan for enterprises.On this basis,combining the government's supervision of enterprises and the internal management and control of enterprises,a dynamic cyclical dual control system has been formed.The main research ideas are: Explain the company's production safety accident risk grading and implementation of the corresponding government-level supervision program,identify and assess hazardous and hazardous factors uploaded to the local government's safety production supervision department by 207 companies in a province's C City.Hidden Trouble Checking and Management Information,Calculate Industry Relative Risk from Government's Point of View,Obtain Each Enterprise's Risk Index,Then Obtain Enterprise Risk Coefficient,Classify Enterprise Risk Level,and then Use Enterprise Risk Level as Main Parameter to Establish Classified Monitoring Model.The purpose is to determine the frequency and content of different law enforcement inspections for enterprises with different risk levels,and to provide certain technical support for the enterprises to implement differentiated and accurate dynamic safety supervision.From the application perspective,the risk grading proposed in this paper and the establishment of a hierarchical monitoring model have good conformity and practicality.It can formulate and implement a match-based monitoring work plan for the government and form a dual safety production control system based on the government and the company.The system provides a certain reference.
