Study On The "Double Control" Mechanism Of Production Safety Risk Control And Hidden Danger Control

With the rapid development of our country’s economy and social progress,the probability of production safety accidents has increased,and the country has issued a number of policies to regulate production safety,one of the most important is to build a production safety risk management and hidden trouble management double prevention and control system.Under this situation,in 2018,Hebei Province promulgated the Regulations on Risk Management and control of production safety and the control of hidden dangers in Hebei Province,this paper provides policy guidance for the construction of "double control" of safety risk management and hidden danger check of production and operation enterprises in the province.This paper first expounds the specific connotation,content requirements and relevant procedures of the construction of "double control" mechanism in production safety,and expounds and studies the construction and operation of "double control" in production safety.Safety Production "double control" system mainly includes two aspects,respectively is the classified management and control of safety risks and the management of Hidden Dangers.The main contents of security risk classification management and control are risk identification,risk evaluation,risk classification,risk control and risk announcement.The management of Hidden Danger Investigation includes hidden danger investigation,hidden danger assessment,hidden danger report,hidden danger management and hidden danger acceptance.Taking an enterprise in Shijiazhuang XT county and XT county of Hebei Province as an example,this paper gives a questionnaire to the enterprise personnel,and visits the enterprise safety management personnel on the spot,to conduct empirical investigation and analysis on the discussion and analysis of the grass-roots Emergency Management Cadres,and investigate the construction and operation of the overall"dual control" mechanism in the whole XT county after the promulgation of the"Regulations on risk management and control of production safety in Hebei Province and governance of Hidden Dangers",as well as the concrete problems existing in the construction and operation of the double-control mechanism of an enterprise in XT county,through the classified summary and study of the problems,the concrete problems existing at the policy level,the supervision level,the enterprise level and the technical level,come up with solutions one by one.This paper has certain theoretical value for perfecting the theoretical system of risk management and hidden danger management of safety production in Hebei Province,it has certain practical value for enriching and perfecting the construction of"double control" of safety production in an enterprise in Shijiazhuang XT county and XT county,there is a good reference for the construction of our national security risk management and hidden danger check and control system.Due to the limitation of professional ability and time,there are still many deficiencies in this paper,which need to be further studied and improved.
