Study On The Construction Of Double Prevention System For The Hidden Risk Of Production Safety In Changqing Area

In 2015,in order to curb the frequent occurrence of accidents in production safety,General Secretary Xi Jinping proposed to construct a dual preventive working mechanism of risk classification control and hidden trouble investigation and control,so as to push forward the accident prevention gate.Since 2016,China has officially begun to implement the double prevention system of safety production risk classification control and hidden trouble investigation and control.The achievements of system construction are preliminary,but accidents in production safety still occur from time to time.The goal of containing accidents through system construction has not been achieved.In order to deeply explore the problems existing in the construction of the system,this paper studies the construction of the dual prevention system of the hidden dangers of production safety in Changqing District,and puts forward some suggestions to strengthen the construction of the system.Based on the background of double prevention system of risk and hidden danger in production safety,this paper summarizes the related risk control,hidden danger investigation and control and accident prevention research at home and abroad,clarifies the related concepts of risk,hidden danger and double prevention system,analyzes the three theoretical bases of accident cause theory,PDCA cycle theory and public governance theory,expounds the system composition and working mechanism,analyzes the implementation measures and achievements of Changqing district construction,and uses literature research method and interview method to find out that there are enterprises coping passively and slow construction in Changqing district system construction,Formalism is serious,divorced from the reality of the enterprise,the process of system construction is complex,the establishment of small and medium-sized enterprises is difficult,the system can not be integrated with the original safety management system,the system is built repeatedly,the enterprise surprise construction,and the long-term effect is not formed.The main reasons are that the concept of enterprise safety management is backward,the quality supervision of enterprise construction is flawed,the support of small and medium-sized enterprises is weak,the policy standard of system integration is not perfect,the system construction lacks long-term supervision means,and the participation mechanism of social pluralistic subjects is not perfect.Finally,it is suggested that we should strengthen the guidance of enterprise safety management concept,strictly supervise the quality of enterprise system construction,strengthen the support to small and medium-sized enterprises,speed up the introduction of system integration policy standards,and perfect the long-term supervision mechanism of information,and explore the mechanism of multi-social main body participation.In this paper,the main innovation is to take the construction of double prevention system of risk hidden danger in production safety at the grass-roots level as the research object,and present the composition of double prevention system of risk hidden danger in production safety with clear diagrams.At the same time,the suggestions put forward in this paper for strengthening the system construction can provide help for improving the level of safety management in Changqing District,and can provide reference for the system construction in other regions.It can provide reference for the government to improve the decision of double prevention system.
