Work safety is a long-term national basic policy of China.It is the basic condition for protecting the health and safety of workers,protecting state property,promoting the development of social productive forces and guaranteeing the development of socialist economy.In recent years,the state attached great importance to work safety,promoted local governments at all levels to establish and improve safety risk assessment and demonstration mechanisms,and implemented risk warning control key industries and key enterprises.Therefore,the construction of scientific and reasonable enterprises,industry safety production comprehensive risk grading evaluation methods can provide ideas and key technologies for government regulation,and play a major role in the prevention of safety production accidents.The comprehensive risk of enterprise safety production mainly reflects the macro comprehensive risk level of a certain enterprise in a specific period,and it has the characteristics of socially and comprehensively.First of all,based on the definition of risk,this paper expounded the definition of comprehensive risk of enterprise safety production.Then combined with the accident evolution mechanism,the influencing factors about the possibility of the occurrence of the safety production accident and the severity of the consequences were analyzed according to the logical sequence of the source-process-results of the accident.Based on the analysis results of the comprehensive risk influencing factors of enterprise safety production,and secondary indicators such as basic conditions,enterprise risk,safety management ability and accident occurrence was constructed under the three dimensions of possibility,severity and sensitivity.The common indicators of comprehensive risk assessment of enterprise safety production were selected after looking up many relevant papers.After selecting the primary selection index,the indicator group was optimized by Delphi method and questionnaire survey method.At the same time,a The index grading standard was built by looking up a large number of laws,regulations,industry standards,academic literature and consulting the expert;then the analytic hierarchy process(AHP)was used to construct the judgment matrix,the weight of each index was calculated,and the comprehensive risk evaluation index system of enterprise safety production was formed.Finally,the general model suitable for the comprehensive risk grading of enterprise safety production is constructed.Based on the common risk index system and model of enterprise safety production,took the safety production characteristics of 9 industries such as coal mine and noncoal mine etc.into consideration,the comprehensive risk characteristic index system of safety production of these 9 industries was selected and constructed.The comprehensive risk grading model for enterprise safety production in the same industry provided technical methods for the industry authorities to categorize the subordinate enterprises.In order to verify the scientificity and practicability of the method,a city was used as an empirical research case,and the comprehensive risk classification model of safety production of the two enterprises was designed to evaluate the comprehensive risk of safety production of 22 enterprises in the city;After obtaining the calculation results,according to the risk acceptance criteria and the Pareto Optimality,the risk grading standards were designed;finally,the corresponding supervision strategy was proposed according to the grading results. |
