Research On The Comprehensive Disaster Risk Management In Beijing From The Perspective Of "Resilient City"

In the practice of public management,the purpose of urban disaster risk management is to reduce the disturbance and impact of urban development,so as to enhance the resistance and self-healing of the city in the face of unknown risks.Beijing construction of the national political center,cultural center and international communication center,science and technology innovation center,for disaster risk management level,however,no corresponding ascension,affects the city security and international image of Beijing.Therefore,it is the only way for Beijing to realize the sustainable development of Beijing as a mega city,to improve its comprehensive risk management ability and to improve its resilience.In this paper,the new concept of "resilient city" in the field of international emergency management is combined with urban disaster risk management to solve the shackles of Beijing's development of urban public safety management.Through investigation,data analysis and comparative analysis,the present situation and a series of problems of disaster risk management in Beijing were summarized,and the reasons for the occurrence were analyzed.After studying the practical experience of disaster risk management in domestic and foreign countries,such as New York in USA,This paper puts forward the basic way and model of improving the city's resilience and enhancing the risk management level of integrated disaster.At the micro level,based on analysis of xicheng district,this paper put forward that emphasizing the whole process of community participation and strengthening the resilience of grassroots communities,is the fundamental approach to improve the level of integrated disaster risk management;At the macro level,strengthening the city level in deepening reform of the system for disaster prevention and reduction.,strengthening policy initiatives,consummating infrastructure,realizing the transformation of science and technology,improving the mechanism of social forces and market participation and so on various aspects of construction management are important ways to improve the level of integrated disaster risk management.At the same time,this article also put forward to build a kind of disaster risk management mode,namely to manage the whole process of the disaster,to manage the various disasters,and to cooperate with each other across departments,a model unifying the three managements.Finally,the author puts forward some suggestions and prospects for improving the urban resilience and enhancing the risk management of integrated disaster.
