Study On Unemployment In Surance InCoal Enterprises In Shanxi Province During Capacity Reduction

Shanxi Province has long relied on coal as the pillar industry,and the profit generated by the coal industry has become the main economic source of Shanxi Province,which has played a great supporting role in the economic development of shanxi.However,since the coal industry has always been the extensive mode of development,shanxi’s coal resources are consumed rapidly,so the production mode must be changed.In recent several times in the middle of the meeting,the supply side structural reform have been mentioned many times,the first task is to capacity,to capacity has become an important problem facing the coal enterprise,must be addressed,unavoidable.In February 2016,the state council issued "on the coal industry to resolve the excess capacity to achieve out of the opinions of the development,and released in April 2016 in Shanxi Province" the Shanxi Province coal supply side structural reforms reform implementation opinion ",indicates that the coal enterprise to capacity is imperative.In to the most typical and the most difficult problem in the process of production is because there will be a large part of the worker to production capacity and the affected,if these workers cannot be properly placed,is not only a waste of labor resources and a late may lead to a series of problems.General office of the government of Shanxi Province in 2016 with number111 "about ready to dissolve the coal industry dissolve excess capacity for work of the implementation opinions" put forward in the article 12 of the concrete placement policy of aid to production worker,emphasize only for safety,smooth to work capacity can truly implement.For the resettlement of workers in coal enterprises,the role of unemployment insurance should be brought into full play,namely,preventing unemployment,promoting employment,and vocational training to enhance the professional ability of employees.In recent years,the cumulative balance of unemployment insurance in Shanxi Province has shown an increasing trend year by year,and the fund has only lost revenue.The government work report in 2016 clearly required that “the balance of unemployment insurance funds should be well used and the scale of stableemployment funds should be increased”.It can be said that unemployment insurance plays a significant role in the resettlement of decapacity workers.Therefore,proceeding from the supporting policy for resettling unemployment insurance for workers in coal enterprises during the production-removal period,after in-depth study and analysis of these policies,the questionnaire survey method was used to select two major state-owned coal enterprises in Shanxi Province--A company and B company as samples for their employees.Questionnaires were distributed and a total of 330 questionnaires were distributed,of which 300 were valid questionnaires.Through the questionnaires collected,it is found that in these two major coal enterprises,the effect of unemployment insurance funds in the diversion of employees from the job transfer is not obvious,the effect of unemployment insurance funds to support enterprises to stabilize the job is not obvious,and the unemployment insurance funds are rarely used for training.In addition,the implementation of the unemployment insurance policy in encouraging employees to start their own businesses is not effective.In response to these problems,combined with the current situation in Shanxi Province,this paper puts forward several suggestions: Reducing the expenditure threshold for coal enterprise unemployment insurance funds during the period of capacity removal in Shanxi Province,increasing the proportion of unemployment insurance funds in the transfer of posts for stable job training,encouraging employees to expand their horizons,flexible employment,adjusting and perfecting the unemployment insurance treatment system during the period of capacity reduction The Government shall play a role in expanding employment placement space and strengthen the monitoring of the operation of unemployment insurance during the period of capacity elimination.
