China's accession to the WTO in 2001 and the active global trade led to the rapid development of the domestic economy.The GDP growth rate increased from 8.43% in 2000 to 14.16% in 2007.But the outbreak of the international financial crisis of the 21 st century,the rapid brought the global economy into a state of flagging,also impact the social production in China,GDP rate begin to fall,only 7.4% in 2014.Although the domestic market economy is depressed,the traditional resource industry has not "kept up" with the market and is still expanding,which has caused a serious imbalance between supply and demand in the coal market.In order to curb the blind economic production,in 2015 central economic work conference,the national economic work in 2016 for the overall deployment,has been clear about the production capacity and inventory,deleveraging,cost reduction,short five tasks.The coal industry is within the focus of this policy.The production capacity of the coal industry will be resolved,and the production capacity will cause the change of the human resource organization structure of the coal enterprise,and a large amount of surplus labor will be accumulated.Shanxi,with its large coal industry,is facing a difficult problem for Shanxi coal enterprises,based on the large number of employees.Based on theory,this paper discuss about the related theory and the development course of layoffs,this paper narrates the historic background of Shanxi coal enterprise,due to the coal industry of Shanxi economic structure is the main part of enterprise human resources management of the entire economy of Shanxi,the impact of social life.It is not only the reform of the enterprise itself,but also the reform of Shanxi's economy.During the study,this paper mainly USES the model analysis,literature review method,analyzes Shanxi coal enterprise mode of layoffs,revealing the restriction factors of downsizing,and redundancy management is quite mature in the United States and Japan,two countries pattern analysis comparison,find out the suitable for Shanxi coal enterprise layoffs.At present,the Shanxi coal enterprise is preliminary already entered the downsizing process,after a year of layoffs practices,which take a lot of redundancy programmes with Chinese characteristics,each have their advantages,in this paper,the domestic jobs measures also certain analysis,put forward reasonable Suggestions,so that in Shanxi coal enterprise can better application has smooth layoffs or layoffs measures a layoff.
