| In recent years,as China’s development has entered a new era in an all-round way,the promotion of supply-side structural reform has become an inevitable choice to adapt to the main contradictions of China’s society and the new normal of economic development.In the process of continuously deepening the supply-side reform,“decapacity” is the first of the five major tasks,which directly affects the success or failure of this hardship.The unemployment protection of the workers in the capacityproducing enterprises involved is even more noticeable.In order to avoid the reemergence of the post-employment tide in the 1990 s,earnestly safeguard the legitimate rights and interests of the employees,and ensure the smooth completion of the reform of state-owned enterprises,we must improve the unemployment insurance system as soon as possible and give full play to the role of unemployment insurance,thus promoting the sustained and healthy development of our economy and social harmony and stability.Based on the related research on unemployment insurance at home and abroad,this paper selects the representative China PingMei ShenMa Group,which is representative of the de-capacity,from the perspective of supply-side structural reform.Using the theory of developmental social welfare,through the field visit investigation,I obtained first-hand information on the unemployment protection of local enterprise employees.It also elaborates on the unemployment resettlement methods,unemployment protection status and re-employment of enterprise employees under the background of supply-side structural reform,and conducted in-depth academic research.At the same time,the author further explores the problems in the unemployment protection of coal enterprise workers under the background of supply-side structural reform,including low level of protection,pressure on state-owned enterprises,limited employment space,unreasonable unemployment insurance expenditure structure,and imperfect re-employment training.The ideology of employees is not liberated and the main bodies of the parties are absent.Finally,focus on existing problems,from the aspects of improving the level of unemployment protection,deepening the reform of state-owned enterprises,inspiring the unemployment insurance function,improving the reemployment training system,improving the overall quality of employees,and multi-party entities form a joint effort to jointly protect unemployed workers,the countermeasures and suggestions for further improving the unemployment protection system were put forward. |
