An Empirical Research On The Effect Of Industrial Agglomeration Externalizations And Government Space Competition To Environmental Pollution In China

Industrial agglomeration is an important geopolitical phenomenon of production factors flowing within the region.The rapid development of industrial agglomeration in China is becoming an effective way to optimize the allocation of resources,improve the ability of regional innovation,and play an important engine of promoting the competitive advantage of the industry and promoting the coordinated development of regional economy.Theoretically,industrial agglomeration has technology spillover effect,capital spillover economic effect and information spillover effect.However,with the improvement of the industrial agglomeration level,the environmental quality of our country has been deteriorating,which is contrary to the positive externalization of the industrial agglomeration environment,and is contrary to the spillover effect of industrial agglomeration.At the same time,local governments also play an important role in the process of industrial agglomeration.Under the fiscal decentralization system,the strategic competitive behavior of local governments to some extent affects the location selection of industrial agglomeration.In the case of limited resource endowment,local governments have to use the way of tax and expenditure combination to compete for liquidity factors.Such a "low competition" behavior will reduce the local environmental standards and make China a "pollution haven".In addition,under the control of the mode of investment development,the local government faces the double pressure of fiscal expenditure and political promotion,which makes the government government’s financial expenditure structure show a obvious distortion-"the construction of infrastructure and the supply of light public service".This distorted expenditure structure will cause economic problems and environmental problems such as redundant construction and overcapacity.This paper discusses the influence of industrial agglomeration representing market factors and government competition on the environmental pollution from the perspective of space,expounds the development status of the three,and analyzes the direct and indirect mechanisms of industrial agglomeration externalizations and the influence of government competition on environmental pollution.The aggregation function is introduced into the Copeland-Taylor model,and the theoretical analysis framework of the three is constructed.The relative specialization agglomeration indexand the relative diversification agglomeration index of China’s local cities are measured.The spatial distribution of environmental pollution and agglomeration and the LISA map show that there is obvious spatial auto-correlation in China’s environmental pollution.Environmental pollution and industrial agglomeration have a certain "path dependence" in the distribution of China’s geographical space..On the basis of the current situation and theoretical analysis,based on the panel data of Chinese prefecture level cities for 2005-2015 years,the dynamic spatial durbin model(SDM)and panel quartile model are used to test the impact of the interaction between industrial agglomeration externalizations and the interaction of government space competition on environmental pollution.The results of space measurement show that the pollution emission between cities in China has obvious spillover and climbing effect in space.The diversification of agglomeration will help to reduce environmental pollution in the area and promote the reduction of energy and emission reduction,and the specialized agglomeration in the adjacent areas has increased the pollution emission of the district and the local government competition.The pollution emission is increased,and the emission reduction effect of diversified agglomeration is weakened,which leads to the disharmony between economic growth and "green development".From the perspective of different spatial distance,the emission reduction utility generated by the agglomeration extermination has the corresponding boundary with the increase of geographical distance,and the spillover boundary between the specialized agglomeration and the diversified agglomeration is different.Finally,from three aspects,we will optimize the industrial agglomeration spillover effect and improve the environmental pollution policy recommendations.
