| Water environmental pollution has caused great attention in China,whether it is the promulgation and implementation of various water environmental pollution control plans or the inclusion of environmental and ecological indicators in the assessment of local officials,it reflects the country’s determination to control water environmental pollution.It has the role of industrial agglomeration in the factors affecting the water environmental pollution,so far,China’s industrial agglomeration has formed some representative industrial agglomeration areas,industrial agglomeration itself can produce effects such as knowledge spillover effect,technology spillover effect,and crowding effect in the process of formation and development to affect the company’s production efficiency and cost,and it plays an important role in reducing water environmental pollution.When considering system of tax distribution and promotion pressure of local officials,the industrial agglomeration in the context of local government competition is different from the industrial agglomeration completely guided by the market mechanism.This paper considers local government competition endogenously,it mainly discusses the difference between the impact of industrial agglomeration on water environmental pollution in the context of local government competition and the impact of industrial agglomeration on water environmental pollution,while enriching the relevant research without considering the competition background of local government,we strive to grasp the factors that affect the water environmental pollution.This paper analyzes the mechanism by which local government competition mainly affects industrial agglomeration through foreign direct investment competition,tax competition,and investment competition to affect water environmental pollution,and constructs a model in which local government competition is endogenously incorporated into industrial agglomeration to affect water environmental pollution.This paper discusses the current situation of local government competition,industrial agglomeration and water environmental pollution,and based on the provincial panel datas from 2007 to 2016,this paper uses a fixed effect model for empirical analysis.The conclusions show that the influence of industrial agglomeration itself on water environmental pollution presents a " U" curve relationship,the current impact of industrial agglomeration in the eastern,central and western regions on water environmental pollution is at the left side of the curve,the industrial agglomeration in the context of local government competition will be pushed to the stage of aggravating water environmental pollution at the national level and subregional level,however,the eastern region is dominated by local government foreign direct investment competition,and the central and western regions are dominated by local government investment competition.Specialized agglomeration itself exacerbates the discharge of subdivided pollutants of water environmental pollution,and diversified agglomeration itself weakens the discharge of subdivided pollutants of water environmental pollution,local government foreign direct investment competition can play a benign role in specialized agglomeration and reduce the discharge of subdivided pollutants of water environmental pollution,however,local government foreign direct investment competition can not play a benign role in diversified agglomeration and exacerbate the discharge of subdivided pollutants of water environmental pollution.This paper also puts forward policy recommendations such as focusing on the phases of industrial agglomeration development to avoid unfavorable development stage,reasonably focusing on enabling the favorable aspects of local government competition to be reflected,and making detailed recommendations,to achieve the purpose of jointly controlling water environmental pollution through optimizing local government competition and industrial agglomeration. |
