With the acceleration of China's urbanization,the ecological environmental problems in the process of urbanization have become increasingly prominent.Since the 18 th National Congress of the Party,the CPC Central Committee and the State Council emphasized the need to improve the quality of urbanization and ecological environment and identified new urbanization and ecological civilization construction as two important strategic tasks in China.As an accelerated development region of national economic pattern,the Central China plays an important “link” role in the distribution of productive forces for coordinating the development of Eastern China and Western China.However,due to the lack of policy supporting for a long time,the overall level of urbanization in Central China is low.With the increasing emphasis on the strategic position of the Central China and the promulgation of a series of policies to promote the development quality of Central China,the urbanization level in Central China has obviously improved.However,the rapid process of urbanization has also brought about environmental problems,such as aggravated air pollution and shortage of water resources,which leads to the unbalanced development between urbanization and ecological environment.Therefore,based on the space-time perspective,this paper researched the coordination status and interrelationship between new-urbanization and ecological environment,proposed the corresponding control policies and development measures according to the characteristics of space-time differentiation.Through the study of this paper,the analysis conclusion will help promote the quality of new urbanization in Central China,improve the ecological environment quality and coordinate the relationship of new-urbanization and ecological environment,and also can provide strategic support for the rise of Central China.By understanding of the connotation of new urbanization and ecological environment,the index system of comprehensive development level of new urbanization and ecological environment in the central region was constructed separately in this paper.According to the index system and coupling coordination degree evaluation method,entropy weight TOPSIS method and exploratory spatial data method,from the spatial-temproal perspective and four scales including overall,provice,partion and city scale,this paper researched the coordinated development level of new-urbaniaztion and ecological environment and its spatial evolution characteristics,analyzed the the main influencing factors of the coordinated development of the new-urbanization and ecological environment in Central China,put forward some countermeasures and suggestions.The main conclusions are as follows.Firstly,as a whole,the new urbanization level in the central region has experienced three stages including slow rise stage,rapid rise stage and steady stage,and the score of new urbanization has increased from 0.225 to 0.781,with a relatively large increasing.The score of ecological environment level increased from 0.402 to 0.631,which showed the trend of fluctuation first and then slowly rising.The score of coupling coordination between the two aspects increased from 0.501 to 0.832,which showed an upward trend of fluctuation.Before 2011,the stress effect of new urbanization development on forcing ecological environment was stronger than promoting effect of ecological improvement.By the gradual improvement of new urbanization level,the response level of ecological environment was improved obviously,which made the promoting effect stronger than forcing effect.Secondly,in provincial scale,the coupling coordination degree between new urbanization and ecological environment has fluctuated,and the average score of new urbanization raised from 0.522 to 0.713;The coupling coordination degree development of Jiangxi Province was the best which relied on the local superior ecological environment;Although the new urbanization level of Hubei province and Anhui province were outstanding,those the disadvantage of ecological environment level were obviously,thus resulting in the second and third for the level of coupling and coordination ranks,respectively.With the superior ecological environment,the development of new urbanization for Hunan is accelerating,which ranking of coupling coordination degree increased from sixth to fourth.The coupling degree of new urbanization and ecological environment in both of Shanxi and Henan were poor,the former was with the slow development of new urbanization,and the latter was with the poor quality of ecological environment.Thirdly,from the regional scale,the coupling and coordination degree between new urbanization and ecological environment of northwest Hubei,southern Henan,middle Anhui and middle Jiangxi increased rapidly.the degree of coordination in eastern Hubei,northern Anhui,northern Hunan and eastern Henan increased steadily.the degree of coordination in middle Shanxi,northern Shanxi,southwest Shanxi,middle Hubei,north Henan and other regions increased slowly.The well-coordination regions with the core of southern Hunan,south Jiangxi and middle Jiangxi were spreading to the north,and the uncoordination areas of western Hunan,northern Hunan and southern Henan were scattered and stable.The hot spot area was gradually transferred from southwest Hubei,southeast Hubei to eastern Hubei and southern Anhui,and its significant degree of the cold spot area was gradually strengthened;The cold spot area was centered in eastern Henan and western Hunan,and its distribution was concentrated,whereas its significance degree of the cold spot area was gradually weakened.Fourthly,from the city scale,the coupling degree of new urbanization and ecological environment were rapidly increasing for 56 cities,such as Taiyuan,Wuhan,Hefei,Changsha,Zhengzhou and Luoyang,which accounting for 67.4% of the total number of cities.The cities with slow increasing of coordination degree for new urbanization and eco-environment were Shuozhou,Xinzhou,Chizhou,Fuzhou and Zhoukou;The cities with reducing of coupling degree of new urbanization and ecological environment included Zhangjiajie,Yiyang,Huaihua,Xiangxi and Xinyang.The good coordination areas were Wuhan,Zhengzhou,Changsha,Nanchang and other regional central cities,which distributed more scattered;The distribution of the well-coordinated areas scattered,which mostly were the central cities,such as Wuhan,Zhengzhou,Changsha,and Nanchang;the uncoordination areas were mainly in the south of Jiangxi,the north of Henan and north of Anhui,which diffusing to the periphery,and the structure of the circle was obvious.The global autocorrelation was significant and the degree of correlation was gradually strengthened.The hot-spot areas were mainly Wuhu,Xuancheng and Pingxiang as the core,and the degree of autocorrelation was gradually weakening.The cold-spot areas were mainly cities in western Hunan,southern Henan and northern Anhui,and the degree of autocorrelation was gradually strengthened.Fifthly,the research results suggested that Shanxi Province should pay attention to rural infrastructure construction in order to make the industrial transformation as the breakthrough;Henan Province should adhere to the road of coordinated development of the "five modernizations" and strive to improve the well-being of the people.Anhui Province should speed up the construction of Anhui River urban belt,pay attention to the development of tourism resources,take the road of ecological economy.Hubei should construct a perfect urban system and integrate "green development" into all aspects of economy and society;Jiangxi should consolidate the ecological advantages and speed up the development of urbanization;Hunan should focus on improve the quality of urbanization and strengthen the dominant industries.The well-coordination area should avoid "excessive investment" in urbanization and strengthen the protection of ecological environment.The moderate coordinated area needs to speed up industrial transformation and upgrade,and fully exploit regional resource advantages.The uncoordination areas should develop characteristic industries based on the local conditions;In severely uncoordination areas,we should adhere to the priority of protection,appropriate development and long-term planning.The results suggested restricting the excessive development of urbanization,accelerating the transformation and upgrading of industries,and further improving the mechanism of ecological compensation.Promote the healthy development of urbanization,improve the ability to absorb employment in cities and towns;Increase the investment in infrastructure according to the construction standard of green ecological cities.
