Research On Management Of The Tender Procurement Project Of Seamless Steel Pipe In Daqing Oilfield

In recent years,the social and economic development of our country presents a vigorous trend of birth machines,and all walks of life step by step on the development path of more compliance with the law.As an important link in the implementation of project management,bidding management is an important part of the project management.Because it involves the key areas such as people,money and things,it is highly sensitive,highly concerned and influential,and has attracted the attention of all social parties.As far as state-owned petroleum and petrochemical enterprises are concerned,the most important part of the production and operation work should be the management of bidding and purchasing.The success and quality of the bidding purchase will have a direct impact on the production of crude oil,the operation of the production and the control of the operation cost of the enterprise.In this paper,the project of bidding and purchasing of seamless steel pipe for fluid use in Daqing oilfield is studied.First,the background,purpose and significance of the research,the present situation at home and abroad,the contents and methods of the research are discussed.The meaning of the bidding procurement and the related concepts of the project management of the bidding procurement are clarified.On this basis,this paper analyzes the general situation and management status of the bidding procurement project for the seamless steel pipe used in Daqing oil field,and around the 4 stages of the management of the bidding and procurement project,namely the planning stage,the implementation stage,the stage of the contract performance of the subject matter and the end stage of the bidding process of the seamless steel pipe for Daqing oil field.Introduction.By means of literature survey,interview and other measures,the main problems existing in the running stages of the current bidding procurement project for the seamless steel pipe used in Daqing oil field are studied and analyzed.The main performance is that the evaluation index is one-sided,the evaluation process is easy to be disturbed,the grading structure is too simple,the ability and quality of the tenders are not high,and the recruitment is not high.The quality of the judges is not high enough,the quantity is insufficient,the execution of the bidding results is difficult,and the supervision on bidding procurement is not enough.In order to improve the management level and efficiency of the procurement project in the Daqing oil field,the problems existing in the bidding project are taken as the breakthrough point,from the aspects of optimizing the index and weight of the bid evaluation,strengthening the construction of the personnel of the bidding organizations and experts,improving the price adjustment mechanism of the bid,and strengthening the supervision and management of the bidding procurement and so on.The improvement measures are put forward to expand the project management ideas of bidding for state owned enterprises and improve the efficiency and quality of project management.
