Procurement is a link that almost all enterprises have to face,and the management of procurement has always been a difficult problem that perplexes all enterprises.Tendering procurement,as a procurement method for resource optimization,is an important means for enterprises to participate in market competition.Procurement enterprises can keep the procurement cost at the best level and ensure their own interests through tendering,while bidding enterprises can win the bid in the competition with their own adva ntages and realize their own value.Daqing Oilfield plays an important role in China oil strategy.Daqing Oilfield Material Company is a company that ensures the overall operation,equipment procurement and employee welfare of the Daqing Oilfield.Daqing Oilfield Material Company must procure all construction facilities,equipment and surrounding supporting facilities via tendering.The management of procurement tendering is directly related to the whole operation of the Daqing Oilfield as well as the safety of the state’s property.Therefore,the procurement tendering of the Daqing Oilfield Material Company must be scientific and systematic and must be carried out in strict accordance with the procedures stipulated by the state.This research involves a thorough analysis on the procurement tendering of the Daqing Oilfield Material Company and demonstrates its shortcomings.With literature research and field investigation,this research finds out the problems in the procurement tendering of the Daqing Oilfiel d Material Company.In the field investigation,it found that Daqing Oilfield Material Company has such problems before tendering as the lack of tendering management system,imperfect supervision mechanism and deficiency of legal awareness;such serious pr oblems during tendering as borrowing or falsifying tendering qualification,and together-conspired bidding;and such problems as no effective supervision and follow-up of procurement services at the later stage of tendering.For the above problems,firstly,suggestions are put forward for improving the tendering process of Daqing Oilfield Material Company,and a perfect system and supervision system are formulated,during which everything is carried out according to the system,so as to reduce the number of human operations and comprehensively optimize the tendering process before,during and after tendering.The organizational guarantee,system guarantee,and feedback and control measures are provided to supervise the implementation of the system.
